About this opportunity
The Air Force Research Laboratory's Sensors Directorate (AFRL/RY) awarded a sole-source contract (FA239626PB005) to The MathWorks, Inc. on December 31, 2025, for an enterprise-level MATLAB software license valued at $4,999,314.00. The contract provides mathematical modeling and simulation software access to approximately 900 scientists and engineers across multiple AFRL/RY locations, with the capability to support minor fluctuations in user counts and compatibility with previously developed modeling libraries. The procurement covers a 12-month base period with two optional 12-month renewal periods, extending through December 2028, enabling the Sensors Directorate to fulfill its mission supporting a wide range of AFRL, USAF, DoD, and joint-service programs without incurring delays or duplicative costs associated with alternative solutions. The sole-source justification under FAR 13.5 was based on market research confirming that MathWorks is the only source capable of providing the required enterprise-level capabilities and compatibility with existing research tools.
Notice text
Action was awarded sole source and not competitive.
The Sensors Directorate (AFRL/RY) continues to require access to the MATLAB family of products at the enterprise level.
This level of access is essential to continue to provide support for a wide range of AFRL, USAF, DoD, and Joint-service
programs. The MATLAB requirement cannot be fulfilled by any other source without incurring considerable delays and
duplication of costs. Therefore, sole-source authority under FAR 13.5 remains the only effective method of meeting this
requirement.
The Sensors Directorate (AFRL/RY) requires mathematical modeling and simulation software be made available to their
entire technical community--approximately 900 scientists and engineers (S&Es)--to fulfill their mission, through a
single, enterprise software license. The software must be made simultaneously available to multiple locations and
allow for minor fluctuation in user counts in any given year.
The software must also be capable of utilizing and/or modifying previously-developed models and simulation tools
created via the MATLAB family of products, created by Mathworks, which has historically been utilized by the AFRL/RY
community for this purpose. Enterprise-availability and compatibility with existing modeling and simulation libraries
allows for expanded research capacity by lowering operating costs and increasing collaboration within AFRL/RY and its
partner directorates and programs.
Awarded contract FA239626PB005 to The MathWorks, Inc. for 4999314.00 on 2025-12-31.
