About this file

This document is a post-award synopsis describing a sole-source contract for enterprise-level MATLAB software licensing awarded to The MathWorks, Inc. by the Air Force Research Laboratory's Sensors Directorate (AFRL/RY). The contract, numbered FA239626PB005, is valued at $4,999,314.00 and has an award date of 2025-12-31, covering a comprehensive enterprise software license for approximately 900 scientists and engineers across multiple locations.

The sole-source procurement was justified by the requirement for mathematical modeling and simulation software that is immediately compatible with existing research tools, with no viable alternative sources available without significant cost and time delays. The license allows for simultaneous multi-location access, user count flexibility, and continued utilization of previously developed modeling and simulation libraries, which supports expanded research capacity and collaborative capabilities within AFRL/RY and partner directorates across USAF, DoD, and joint-service programs.

Text version

Action was awarded sole source and not competitive.

The Sensors Directorate (AFRL/RY) continues to require access to the MATLAB family of products at the enterprise level.

This level of access is essential to continue to provide support for a wide range of AFRL, USAF, DoD, and Joint-service programs. The MATLAB requirement cannot be fulfilled by any other source without incurring considerable delays and duplication of costs. Therefore, sole-source authority under FAR 13.5 remains the only effective method of meeting this requirement.

The Sensors Directorate (AFRL/RY) requires mathematical modeling and simulation software be made available to their entire technical community--approximately 900 scientists and engineers (S&Es)--to fulfill their mission, through a single, enterprise software license. The software must be made simultaneously available to multiple locations and allow for minor fluctuation in user counts in any given year.

The software must also be capable of utilizing and/or modifying previously-developed models and simulation tools created via the MATLAB family of products, created by Mathworks, which has historically been utilized by the AFRL/RY community for this purpose. Enterprise-availability and compatibility with existing modeling and simulation libraries allows for expanded research capacity by lowering operating costs and increasing collaboration within AFRL/RY and its partner directorates and programs.
