About this opportunity

The Department of Justice Drug Enforcement Administration is seeking a contractor to provide comprehensive pharmaceutical prescription data services through solicitation 15DDHQ25Q00000093. The procurement covers monthly and quarterly pharmaceutical data collection across multiple categories, including U.S. monthly purchase data from drug stores and non-retail settings, prescription data from retail pharmacies and mail-order facilities, quarterly state-level pharmaceutical data, and international pharmaceutical purchase and prescription data. This is a firm-fixed price contract with a five-year ordering period from August 1, 2025 to July 31, 2030, classified under NAICS code 541519 with a $34M size standard. The government will award to the lowest-price technically acceptable quote based on evaluation criteria specified in the RFQ document. All questions are due by June 11, 2025 at 1:00 PM ET to Kathrine.r.leach@dea.gov, with quotes due June 16, 2025 at 4:00 PM ET.

This procurement is unrestricted with no set-aside designation and represents a follow-on contract replacing the previous contract 15DDHQ20C00000002 with IQVIA as the incumbent contractor. The Independent Government Cost Estimate indicates a total contract value of $11,082,566.11 over the five-year period, with annual 3.5% inflation adjustments built into the pricing structure. The contract includes optional Contract Line Item Numbers for additional drug data and international pharmaceutical data expansion, with the government anticipating zero to three ad-hoc reports per year beyond the base requirements. Technical quotes are limited to 14 single-sided pages and must include both standard and redacted versions without company identifiers. Offerors must be registered in the System for Award Management at the time of quote submission, and the contract includes potential six-month extension options beyond the base five-year ordering period.
