About this file

This document is a Questions and Answers file for a DEA (Drug Enforcement Administration) solicitation for RX Pharmaceutical Prescription Data (Solicitation Number: 15DDHQ25Q00000093). The RFQ is for a firm-fixed price contract with a five-year ordering period, focusing on pharmaceutical prescription data services. Key details include the government anticipating zero to three ad-hoc reports per year, with an estimated quantity of 3 for evaluation purposes. The solicitation allows for flexibility in future data requirements through optional Contract Line Item Numbers (CLINs) for additional drugs and countries.

The RFQ requires a technical quote limited to 14 single-sided pages, with a submission deadline of June 16, 2025, at 4:00 PM ET. It is a follow-on contract replacing the previous contract (15DDHQ20C00000002 with IQVIA), and will be awarded to the lowest-price technically acceptable quote. The procurement is unrestricted, with a NAICS code of 541519 and a size standard of $34M. Offerors must be registered in the System for Award Management (SAM) and submit two versions of their technical quote - a standard version and a redacted version without company identifiers.

Questions&Answers

Questions for FDA: RX Pharmaceutical Prescription Data - 15DDHQ25Q00000093
Question #Section/subsection title (identifies each question or requirement)Page #Question about RFP Requirements (For Government)Government Response
1Section 1 - Commodity or Services Schedule2 - 13Will DEA clarify the anticipated frequency or approximate number of ad-hoc reports requested per contract year? Additionally, does DEA have an established NTE volume or ceiling amount that offerors should use for pricing these CLINs to ensure consistency in evaluation across proposals? The number and frequency of ad-hoc reports are uncertain. DEA anticipates between zero (0) and three (3) requests for ad-hoc reports per year. Requests would be prioritized and may be grouped/packaged together. Ad-hoc reports will be requested to inform DEA leadership's decisions about individual drugs or drug classes, based on data availability and offeror capabilities. For evaluation purposes, DEA will use the estimated QTY of 3. DEA will establish a NTE ceiling in the award based on the EST QTY of 3 per ordering period.
2Section 1 - Commodity or Services Schedule2 - 13CLINs 0006–0010 (and their corresponding option-year CLINs: 1006–1010, 2006–2010, 3006–3010, and 4006–4010) reference "Additional Drugs" and "Additional Countries" but do not provide sufficient context, countires, or anticipated quantities to accurately determine pricing. Could DEA clarify the intended frequency, scope, or estimated volume of these additions to support accurate pricing and cosistency in evaluation across proposals? Alternatively, given the uncertainty, is it acceptable to leave these specific CLINs as "TBD" in our initial Pricing Volume, pending further clarification or negotiation?TBD is acceptable for the RFQ response. The optional CLINs are included to allow flexibility as data availability and DEA needs evolve. At this time, DEA has no way to estimate these additional drugs or countries.
3Section 1 - Commodity or Services Schedule2 - 13In CLINs, the unit designation alternates between "EA" and "MO" (months). Could DEA clarify whether the unit "EA" specifically denotes individual reports, single deliveries, or another interpretation? The "EA" unit is used to denote those deliveries that occur with a cadence other than monthly, i.e., for the quarterly deliveries of state-level data and for the optional CLINs, such as ad-hoc reports, discussed above.
4Section 1 - Commodity or Services Schedule7Can the government confirm that Line Period of Performance for CLIN 2004 should be 08/01/2027 – 07/31/2028?Correct - this was left out by mistake but will be added on the award.
53.2 QUOTE PREPARATIONS AND SUBMISSION - GENERAL:25The RFQ (page 25) indicates a maximum length of 7 double-sided pages (14 single-sided pages) for the Technical Quote (Volume I). Could DEA clarify the following regarding this page limitation?

a. Are the cover page, table of contents, and references cited included in or exempted from this page count?

b. We plan to include specific proposal appendices, namely:

– Domestic List of Substances

– International List of Substances

– International Countries Included

– Data Dictionaries

Are these proposed appendices exempt from the stated page limit, or must they be counted within the 14-page limitation?Table of contents and cover page are the only pages excluded from the 14 page single sided or 7 double sided page limit.
63.2 QUOTE PREPARATIONS AND SUBMISSION - GENERAL:25The RFQ states that offerors must submit two versions of the Technical Quote, one standard and one with all company names and logos redacted. Are offerors to submit both documents in one email, or in separate emails?offerors can submit both versions in one email. If volumes are sent in separate emails - offerors shall label the redacted email clearly.
71. Is this a new requirement or a recompete of an existing contract? This is a follow on contract
82. If it is an existing contract, would the Government please identify the name of the incumbent contractor and the contract number?15DDHQ20C00000002 - IQVIA
