About this opportunity

The Department of Commerce Office of the Secretary is procuring specialized receiver antennas for the Institute for Telecommunication Sciences (ITS) to support propagation measurements and modeling activities. The solicitation requires five omnidirectional antennas operating in the 10-18 GHz frequency range, along with five mounting options and five radomes, specifically designed with vertical linear polarization and 360-degree horizontal beamwidth capabilities. Technical specifications include N-type female or 3.5mm connectors, minimum 15-degree vertical beamwidth, and the ability to tolerate at least 10W of input power, with a representative example matching the Chelton DS1397i3 antenna. The procurement will use a Lowest Price Technically Acceptable evaluation approach, assessing offerors' understanding of requirements and capability to meet technical specifications while considering total offered pricing. Electronic quotes are due by 2:00 PM ET on July 31, 2025, with submissions limited to five technical pages and requiring a 120-calendar day quote validity period.

This opportunity is designated as a Total Small Business set-aside under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. No incumbent contractors or current service providers are identified in the solicitation documents. While specific award values or budget ranges are not disclosed, the procurement will result in a Firm Fixed Price Purchase Order with payment contingent upon inspection and acceptance of deliverables. Delivery is requested by November 31, 2025, or within 15 weeks after receipt of order, whichever occurs sooner. The place of performance is Boulder, Colorado, where ITS conducts its propagation measurement activities, and vendors must submit quotes electronically to Procurement Specialist Erika Crawford at the Office of Acquisition Management.

Notice text

Propagation measurements and modelling is a core function of the Institute for Telecommunication Sciences (ITS). To perform these types of measurements, we typically transmit and receive a known RF signal along the propagation path (RF in the environment) via calibrated antennas. After the performance of these measurements, we use the results to either create a new model or make corrections to a current model. To improve the overall quality of this process, ITS needs carefully manufactured and calibrated antennas to better inform their measurement systems.
