About this file

This Statement of Work (SOW) details the procurement of specialized receiver antennas for the Institute for Telecommunication Sciences (ITS). The agency requires 5 omnidirectional antennas operating in the 10-18 GHz frequency range, along with 5 mounting options and 5 radomes, specifically to support propagation measurements and model validation. Technical specifications include vertical linear polarization, 360-degree horizontal beamwidth, minimum 15-degree vertical beamwidth, N-type female or 3.5mm connectors, and a representative example matching the Chelton DS1397i3 antenna.

The contract is a firm fixed-price procurement with delivery requested by November 31, 2025, or within 15 weeks after receipt of order (ARO), whichever is sooner. The primary technical point of contact is Adam Hicks, reachable at 720-552-7271. The antennas must maintain uniform antenna patterns, tolerate at least 10W of input power, and include custom mounting for wind stabilization. The technical requirements emphasize precision measurement capabilities across the specified frequency range, with preferences for broader frequency stability and wider beamwidths.

Statement of Work/Specifications

NTIA0000-25-00XXX – 10-18GHz Rx Antennas

BACKGROUND:

Propagation measurements and modelling is a core function of the Institute for Telecommunication

Sciences (ITS). To perform these types of measurements, we typically transmit and receive a known RF signal along the propagation path (RF in the environment) via calibrated antennas. After the performance of these measurements, we use the results to either create a new model or make corrections to a current model. To improve the overall quality of this process, ITS needs carefully manufactured and calibrated antennas to better inform their measurement systems.

ITS seeks to expand their current measurement system to frequencies between 10 GHz – 18 GHz. For this purpose, ITS requires new omnidirectional antennas that maintain relatively uniform horizontal beam patterns and the broadest beamwidths in elevation. These antennas should come with proper mounting hardware and weather protection to maintain stable and characterized effects at frequencies of interest while the system is in operation in the field.

OBJECTIVE:

The purpose of this procurement is to acquire solid machined antennas that can be modeled and deployed as part of the receiver system to perform propagation measurements and validation of models in a variety of environments at frequencies above 10 – 18GHz.

We require:

5x Antennas

5x Mounting Options

5x Radomes (often included on the antenna)

Representative Antenna (Horizontal and Vertical) Pattern Data across frequency range

(calibration data preferred)

TECHNICAL SPECIFICATIONS:

Representative Example that meets our Technical Specifications is below:

Chelton DS1397i3

Requirements:

1. Omnidirectional Antenna

2. Frequency range: Antennas must be stable between 10 – 18 GHz, although 1- 18 GHz is preferred.

3. VSWR (typical): 2:1

4. Polarization: vertical linear

5. Input power: 10 W, ability to tolerate higher continuous powers is a plus.

6. Horizontal Beamwidth: 360 degrees, with uniform antenna pattern (<1 dBi change over 1 degree)

7. Vertical Beamwidth: minimum of 15 degrees at highest applicable frequency, wider is better. Similar uniform pattern required (<1 dBi change over 1 degree).

8. Connector: N-type female or 3.5mm

9. Radom for weather tolerance

10. Custom Mounting Included for wind stabilization.

DELIVERABLE SCHEDULE:

Delivery requested by November 31, 2025, or 15 weeks ARO. Whichever is sooner.

PRIMARY TECHNICAL POINT OF CONTACT AND PHONE: Adam Hicks, 720 552-7271
