The solicitation requires a comprehensive vessel maintenance project including drydocking via synchro lift system, inspection of sea valves, replacement of hull and shaft anodes, prop polishing, and various repair and modification tasks. Interested contractors must submit a firm, fixed-price quote with detailed technical descriptions, references, and supporting documentation by January 31, 2025, at 0900 Pacific time. The evaluation method will use a trade-off approach considering skills/technical capability, past performance, and price, with particular attention to the contractor's ability to perform within the required timeframe. Potential offerors must be registered in the System for Award Management (SAM) and are encouraged, but not required, to conduct a site visit by appointment.
The contract is set aside for small businesses under NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,300 employees. The preferred period of performance is October 14 - November 21, 2025, with an alternative period of August 18 - September 22, 2025. The vessel will not transit beyond the San Francisco Bay area, and all work will be completed at the Port of Redwood City with FOB destination. While specific contract value is not disclosed, the solicitation indicates a firm, fixed-price purchase order will be issued. Contractors must submit at least two references demonstrating recent and relevant past performance, and the government will evaluate the submitted quotes based on technical capability, equipment and personnel availability, contingency planning, and price competitiveness. The overall contract period spans from February 10, 2025, to November 21, 2025.
