About this opportunity
The 366th Contracting Squadron at Mountain Home Air Force Base, Idaho, intends to solicit Small Business Architect-Engineer firms to conduct a comprehensive runway pavement geotechnical investigation and material failure analysis, with qualification packages due on or about September 1, 2026; this procurement is set aside for total small business.
The selected firm will extract approximately 30 concrete core samples (6 inches in diameter, drilled to full pavement depth of 16–18 inches) from designated runway locations and conduct laboratory testing to identify root causes of progressive pavement distress including surface cracking, spalling, and pitting. Work is structured in two consecutive phases: Phase 1 involves coring approximately 15 samples from each runway end with base structural testing (compressive and flexural strength per ASTM C42 and C496), with results available within 24 hours; Phase 2 involves coring an additional 15 samples per runway end with advanced petrographic and durability analysis (density/absorption, petrographic examination, air-void system analysis, alkali-silica reactivity screening, and carbonation depth testing) based on Phase 1 results.
Field operations are restricted to off-peak night shifts coordinated with Airfield Management and require strict Foreign Object Debris prevention with 100% runway verification before reopening each shift. All core holes must be restored same-day with rapid-setting concrete achieving 3,000 psi within 2 hours. Personnel requirements include a superintendent with minimum 10 years construction experience (5 as superintendent on similar projects), a quality control manager with 5 years combined relevant experience, and a site safety and health officer meeting EM 385–1–1 standards. Work must comply with UFC 3–260–03, UFC 3–270–08, OSHA regulations, EM 385–1–1 safety standards, and Mountain Home AFB security protocols including SF-30 base access forms and Entry Authority List approval for airfield access.

Synopsis only. No response required.
The 366th Contracting Squadron (366 CONS) at Mountain Home Air Force Base (MHAFB), Idaho, is seeking qualification packages on or about September 1, 2026 from highly qualified Small Business Architect-Engineer (A-E) firms to conduct a comprehensive Runway Pavement Geotechnical Investigation and Material Failure Analysis. The selected A-E firm will perform specialized testing and deliver a professional engineering evaluation report to identify the root causes of the distress—specifically assessing whether the pavement suffers from cyclic load fatigue, aggregate-cement binder bonding failure, or chemical degradation.
