About this opportunity

The U.S. Army Corps of Engineers Hydrologic Engineering Center (HEC) is seeking a small business contractor to provide professional podcast editing services for the Regional Sediment Management (RSM) River Mechanics Podcast. The podcast aims to capture and disseminate institutional wisdom from river mechanics experts through high-quality audio interviews. The contract requires editing raw audio recordings, including removing filler words, balancing audio tracks, and reducing ambient noise to produce polished podcast episodes. Evaluation criteria will prioritize technical capability, with technical understanding and approach being the most important factor, followed by organizational management, past performance, and price. Key dates include a deadline for questions on April 24, 2025, and proposal submissions due by May 8, 2025, at 4:30 PM EST.

The solicitation is a total small business set-aside under NAICS code 512290 for Other Sound Recording Industries, with a $22.5M size standard. The contract is structured as a Firm Fixed Price award with a 60-day base period for editing 4 initial podcast episodes, followed by four optional 50-day tasks that could expand the project to 24 total episodes. Work will be performed remotely at the contractor's facility, with no on-site requirements. The base task involves editing up to 550 minutes of raw audio, with each optional task covering approximately 600 minutes of audio content. The potential contract period could extend through March 2027, with the podcast typically producing up to 12 episodes per year during the first half of the calendar year.

Background: The USACE Institute for Water Resources (IWR), Hydrologic Engineering Center (HEC) produces a RSM River Mechanics Podcast. River mechanics, sediment transport, and fluvial geomorphology are wisdom-based disciplines.
