About this opportunity
The U.S. Army Corps of Engineers, Fort Worth District, issued a Sources Sought notice and Request for Information on August 20, 2026, for market research purposes regarding Progressive Design-Build services for five barracks construction projects at Fort Hood, Texas, with responses due by October 2, 2026, at 10:00 A.M. CDT. This procurement will be conducted under Other Transaction Authority (OTA) pursuant to 10 U.S.C. 2808a, exempting it from Federal Acquisition Regulation compliance; a negotiated bilateral OT Agreement will govern the contract.
The government seeks qualified commercial construction firms, design-builders, and Non-Traditional Defense Contractors capable of delivering design-build services for Barracks #103 (250 soldiers, $106.9 million to $121 million, Phase 1 award Q2/Q3 FY2027), Barracks #105 (500 soldiers, $262.3 million to $291.5 million, Phase 1 award Q2/Q3 FY2028), Barracks #106 (500 soldiers, 154,139 square feet, $213 million to $254 million, Phase 1 award FY2030 or sooner), Barracks #107 (400 soldiers, 141,761 square feet, $120.6 million to $134 million, Phase 1 award FY2031 or sooner), and Barracks #108 (500 soldiers, $213 million to $259 million, Phase 1 award FY2030 or sooner). All projects require approximately 1,000 calendar days for construction and include living quarters, support facilities, building systems, cybersecurity measures, DoD antiterrorism standards compliance, and sustainability/energy efficiency features.
Interested parties must submit a consolidated PDF or Word document including confirmation of interest, a capability statement addressing secure facility construction and progressive design-build mechanics, and complete responses to a mandatory Project Delivery & Acquisition Strategy Questionnaire. Technical questions are due by September 25, 2026, at 10:00 A.M. CDT. Virtual Industry Days for each project will be scheduled and announced on SAM.gov. Contact Contracting Specialist Bijay Gurung (Bijay.Gurung@usace.army.mil) or Contracting Officer Shayla Lucas (shayla.j.lucas@usace.army.mil).
