About this opportunity

The U.S. Army Corps of Engineers, Mobile District (SAM) has issued a Special Notice for the Redstone Substation (Primary 4) Project located at Redstone Arsenal, Alabama. The notice involves a market survey to identify sources for Schweitzer Engineering Laboratories (SEL) substation relay and control equipment for a high voltage electrical power transmission project. The procurement will encompass the installation of specific SEL equipment, including overcurrent protection relays, current differential relays, transformer protection relays, and power revenue meters. The project is critical to maintaining compatibility with the existing power grid system at Redstone Arsenal, which currently has twenty-three substations using SEL equipment. The agency is conducting this market survey to determine if alternative sources can meet their specific technical requirements.

Contractors interested in responding to this Special Notice must provide detailed information including manufacturer's name, product data, and a written statement of compliance with the stated requirements by 5:00 PM CST on December 20, 2024. The Government seeks supporting documentation that demonstrates the capability to meet the technical specifications, including a list of projects with similar equipment applications and corresponding points of contact. While this is not a formal request for proposal, the Government will use the responses to determine whether to specify the Schweitzer Engineering Laboratories brand name in the future solicitation. Eligible firms must submit comprehensive documentation via email to the contacts listed in SAM.gov, with the understanding that the Government will not compensate for or return any submitted materials. The ultimate objective is to ensure the new Primary Substation can be integrated seamlessly into the existing electrical SCADA system without compromising operational reliability.

Notice text

The U.S. Army Corps of Engineers, Mobile District (SAM) intends to place a brand name specification into solicitation W9127825R0020 in accordance with FAR 6.302. Interested persons may identify their capability to respond to the requirement. This notice is not a request for competitive proposals; however, all information received within seven days after publication of this synopsis will be considered by the Government. A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify sources for Schweitzer Engineering Laboratories (SEL) substation relay and control equipment.

The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement for the Redstone Substation (Primary 4) Project located at Redstone Arsenal, AL.  The project includes high voltage electrical power transmission lines and a new high voltage Primary Substation.

The Schweitzer Engineering Laboratories (SEL) equipment for the substation work includes Overcurrent Protection Relays, Current Differential Relays, Bus differential and Breaker Failure Relay, Transformer Protection Relay, Power Revenue Meter, along with ancillary equipment. Application of SEL equipment is essential to meeting Government’s requirements, thereby precluding consideration of another product.  There are twenty-three existing substations on Redstone Arsenal that all use SEL equipment.  The SEL equipment is required to maintain compatibility and maintainability within the existing power grid system.  SEL equipment is required for this project to integrate the expansion the new Primary Substation into the existing electrical SCADA system. It would be detrimental to Redstone Arsenal’s power system and jeopardize the system’s ability to operate if SEL equipment is not installed.

This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Sources Sought request is to obtain sources for the SEL equipment to meet the above requirements. If no other sources exist that can meet these requirements, then it is the Government’s intent to specify the Schweitzer Engineering Laboratories Brand Name for development of the substation design for use in the Redstone Infrastructure Project solicitation. Firms interested in being considered shall provide manufacturer's name, product data, and written statement of compliance with stated requirements. The written statement of compliance shall include necessary backup design information and supporting documentation. A list of projects in which the equipment has met similar requirements for similar applications shall be provided. The list shall include the exact location of project(s) and a point of contact with phone numbers. The Government will not pay for any material provided in response to this notice nor return the data provided. Responses should be emailed to the contacts identified in SAM.gov no later than 5:00 PM CST, 20 December 2024. No other forms of transmission are requested or will be accepted.
