Department of the Air Force, Air Combat Command, 355th Contracting Squadron, will solicit for a Firm Fixed Price contract at Davis-Monthan AFB, Tucson, AZ. The applicable NAICS code is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $36,500,000.00. The work to be performed consists of furnishing all plant, labor, materials, equipment, supplies, and supervision necessary to complete the following project at Davis-Monthan AFB, AZ in accordance with the proposed specifications and drawings (see attachments at time of solicitation issuance):

IAW FAR 36.204, the project magnitude for this contract is between $5,000,000.00 and $10,000,000.00.


For this contract a contractor will receive an award based on Sections L & M in the solicitation. Using this evaluation, award will be issued based on the Lowest Price Technically Acceptable (LPTA) procedures outlined in Section M of the solicitation to include Technical Acceptability and Price.


The performance period for this project is 540 days. The anticipated Liquidated Damages for this project have been calculated at $231.04 for the first day and $171.51 for each day thereafter. The successful contractor will be selected using Lowest Price Technically Acceptable (LPTA) procedures, resulting in the Best Value to the Government. Evaluation factors will be set forth in Sections L & M of the solicitation.


It is anticipated the solicitation will be issued electronically on or about 17 July 2015 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available.


NOTE: IAW FAR 52.236-1 "Performance of Work by the Contractor."


The Contractor shall perform on the site, and with its own organization, work equivalent to at least 15 percent of the total amount of work to be performed under the contract. This percentage may be reuced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government.


AS A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED:


THIS PROCUREMENT IS SET ASIDE AS AN 8(a) COMPETITIVE LIMITED TO ARIZONA 8(a) FIRMS WITH A BONA-FIDE ARIZONA OFFICE.
(a) Interested 8(a) firms will be required to show evidence of bonding capability to the maximum magnitude of the project as outlined in the solicitation.


Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents. All prospective contractors must be actively registered in the System for Award Management, (SAM), in order to be eligible for an award. Added: Aug 27, 2015 2:43 pm Modified: Aug 28, 2015 12:52 pmTrack Changes IAW FAR 52.236-27 Site Visit (Construction) Site visit will be conducted on 1 September 2015 at 0930 hours local AZ time.  Interested contractors will coordinate with SrA Tyler Walker, 520-228-4185, tyler.walker.4@us.af.mil, by 3:00 PM local AZ time 31 August 2015.  All contractors will meet at the Swan Gate on Golf Links/Swan at 0900 hours on 1 September 2015. 

Following the site visit, all Requests for Information (RFIs) should be submitted in writing to the contract administrator not later than 3 September 2015 at 1600 hours local AZ time. 

NOTE:  Due to file size, Attachments 5-7 will be handed out on discs during the site visit on 1 September 2015.

Added: Aug 27, 2015 2:43 pm IAW FAR 52.236-27 Site Visit (Construction) Site visit will be conducted on 1 September 2015 at 0930 hours local AZ time.  Interested contractors should review FAR provision 52.236-27 of the solicitation completely for site visit response instructions.

Following the site visit, all Requests for Information (RFIs) should be submitted in writing to the contract administrator not later than 3 September 2015 at 1600 hours local AZ time.
