SECTION 01011 - DESIGN REQUIREMENTS
1. PROJECT DESCRIPTION.
1.1. General. This request for proposal (RFP) provides for
the design and renovation/repair of Facility 3508 on Davis- Monthan Air Force Base (Tucson), Arizona. Project includes all work necessary to renovate existing Dorm Building 3508 to meet new Air Force Dorms-4-Airmen standard as specified in USAF Unaccompanied Housing Design Guide as well as the Davis-Monthan Design Compatibility Guidelines (DCG) latest edition. The project includes but is not limited to the following principle items:
Demolition of windows, doors and hardware, walls, ceilings, flooring, existing finishes, plumbing fixtures, mechanical and electrical systems; installation of new building systems including but not limited architectural systems (walls, doors, hardware, ceilings, windows, flooring, interior finishes, millwork and countertops, signage, restroom accessories and other specialties), mechanical systems, plumbing fixtures, electrical systems (transformers, service entrances, interior and exterior lighting and power), communication systems, and fire alarm/mass notification system, new fire suppression system, structural repairs and infills, and limited site work.
1.2. Location. The project site is located on the north of Kachina Street and west of Craycroft, Davis-Monthan Air Force Base (Tucson), Arizona. The project site is located within the controlled area of Dormitory compound. Site access and construction site will be designated through the use of physical barriers (fencing). Installing and maintaining barriers will be the contractor’s responsibility.
1.3. Project Programming. Government programming requirements, classification of work, project approval levels, and funding appropriation have defined the requirement for execution of this project. The Contractor shall work the project as a whole. The Contractor shall maintain documentation to include, but not limited to, progress reports, requests for payment, change orders, modifications, and any other contractual (cost) documents for each project’s scope of the total project. All design and engineering costs shall be incorporated into this project.
1.4. Codes, Standards, and References.
1.4.1. The Davis-Monthan Air Force Base Design Compatibility Guidelines (DCG) are incorporated by reference into the contract specifications. All provisions of the base DCG shall be complied with unless specifically deleted by the project documents.
1.4.2. Equipment, materials, assemblies, spare parts, meters, monitors, controls, and any other articles of construction that are required to communicate with, connect to, operate with, or supplement existing base systems shall be 100% compatible in installation, configuration (including software), maintenance, repair, and operation or the item will not be considered equal and will be disapproved by the Government.
1.4.3. Brand Name References: The following is a partial list of highlighted brand name requirements from the base DCG. This list should not be considered to be complete. All “Or Equal” material submittals shall be 100% compatible or they will be disapproved by the Government.
1.4.3.1. Fire Detection/Prevention Panels – Monaco.
Door Hardware & Lock Sets – Best (See individual parts list in base DCG).
Electrical Metering Equipment – Ion.
Direct Digital Controls – Staefa.
1.5. Design and Construction Schedule. The Contractor shall provide as part of their proposal preliminary design and construction completion schedules for the Government’s review and approval. The Government will evaluate Contractor-proposed calendar days based on the best interests of the project execution and the Government’s requirements. The performance period for the entire project may not exceed 540 calendar days. All

01011-2 days listed will be calendar days and include all Contractor actions such as design, construction, travel, mobilization, drawing and construction material submittal periods, etc. Contractor shall submit an AF Form 66, Schedule of Material Submittals; and prepare material submittals and cutsheets to be submitted with the 95% design submittal in order to allow the Government to review/approve major construction materials and, with the Government’s approval, order construction material after being given the construction NTP. Contractor shall be given the construction NTP, at the Contracting Officer’s discretion, at the time of the 95% design approval to begin mobilization, site work, and demolition concurrently with the completion of the remainder of the design package.
1.5.1. Following contract award, the Contractor shall finalize their proposed design and construction completion schedules. The Contractor shall prepare the schedules using the AF Form 3064, Contract Progress Schedule. The Contractor shall submit for government review and approval the AF Form 3064 no later than ten (10) calendar days following issuance of the Notice to Proceed
1.6. Project Specific Design and Construction Requirements. The Contractor shall incorporate as part of their design and include in the construction the following requirements in accordance with all regulations, requirements, and standards identified in this RFP. The following requirements provide more detail than the generic descriptions provided in Section 1.1 of this RFP; and are the minimum requirements that ultimately satisfy the User’s needs and wants. The Contractor shall provide a complete and usable facility based around the User’s needs and wants, and constructed in accordance and in compliance with commercial and industry standards.
1.6.1. General Requirements.
1.6.1.1. This 34,100 SF building was originally constructed in 1989 and is currently in the 2+2 balcony configuration with 78 bedrooms.
1.6.1.2. Building is currently occupied. Building will not be occupied during renovation. Contractor will salvage existing furnishings and donate to charitable organization. Receipt of the donation will be submitted to the government.
1.6.1.3. The renovation includes all areas of the building including bedrooms, bathrooms, stairs, balconies, laundry area, Mechanical rooms, Mechanical yard/enclosures, Comm rooms, lobbies, bulk storage areas, day rooms, and attic.
1.6.1.4. Building As-Builts are available. AutoCAD As-builts are not available. Contractor shall verify accuracy of As-built records.
1.6.1.5. All construction work shall be accomplished between the hours of 0630—1700, Monday through Friday, unless otherwise approved in writing by the Contracting Officer (CO).
1.6.1.6. Davis Monthan AFB is a controlled area and will require the Contractor and subcontractors to have the requisite badging and identification to access the base. The Contractor shall consider in the contract documents (e.g., the construction cost estimate) the reasonable costs and effects of daily, short delays in accessing the project site, as required by the restrictive access requirements or by local alert conditions. Government will not provide escorts.
1.6.1.7. This project will require fenced screening around the construction site. A temporary fence shall be provided by the Contractor in accordance with paragraph 2.9, Fenced Storage Yard of Section 01010,
1.6.1.8. The recently renovated sister Dorm 3509 As-builts are provided for the basis of design. Contractor will use these As-builts with the understanding that plans do not meet all requirements of this project.
1.6.1.9. A Fire Protection Design Analysis is required for this project. Fire Protection Design Analysis shall be IAW
UFC 3-600-01.
1.6.2. Demolition Requirements.
1.6.2.1. Demolition activities include but not limited to existing ceilings, walls, and other selective portions of the building as required for the new floor plan, flooring finishes, doors and hardware, windows, plumbing fixtures, water heaters, water softener and storage tanks; fire panel and other alarm and detection devices, HVAC including ducts, controls, piping, dampers, pumps, fan coil units, exhaust fans, chiller; cooling tower, and evaporative cooler;
electrical demolition including transformers, service entrances, interior and exterior light fixtures, receptacles, panels, switches misc devices and all associated wiring and conduit; communication demolition including
01011-3 receptacle and associated conduit and wiring. Demolition activities also include removal of existing dumpster enclosure, including foundation and slab, and selective portions of existing mechanical enclosure.
1.6.2.2. Existing construction scheduled to be removed shall be inspected and evaluated for recycling or reuse.
Items determined suitable for recycling or reuse shall be separated, set aside, and stored or delivered to a collection point for reuse, remanufacture, recycling or other disposal. Materials shall be designated for reuse on site whenever possible. Government reserves the right to salvage material not being reused.
1.6.2.3. Where removals leave holes and damaged surfaces exposed in the finished work, patch and repair these holes and damaged surfaces to match adjacent finished surfaces, using on-site materials when available. Where new work is to be applied to existing surfaces, perform removals and patching in a manner to produce surfaces suitable for receiving new work. Finished surfaces of patched area shall be flush with the adjacent existing surface and shall match the existing adjacent surface as closely as possible as to texture and finish.
1.6.2.4.The existing structural floor slabs are a pre-stressed concrete hollow core planks. Design and construction shall carefully coordinate slab core-drilling/cutting activities with existing pre-stressed steel reinforcement to avoid severing reinforcement and maintain the integrity of the structure.
1.6.2.5. Salvage and reinstall existing boiler.
1.6.2.6. Asbestos containing material is not known to exist in bldg. 3508. Previous asbestos testing has been performed and the reports are available upon request. This report is not comprehensive or complete. The contractor shall perform additional asbestos testing of suspect materials being disturbed by renovation activities.
Include the resultant report and recommendations in the 100% Investigation Report. Additionally, forward one copy of the completed report and recommendations to 355 CES/CEIE. Asbestos remediation is not anticipated.
1.6.2.7. Lead-based paint (LBP) or other lead-containing coatings is not known to exist in bldg. 3509. Previous testing has not been performed. The contractor shall perform LBP testing of suspect materials being disturbed by renovation activities. Include the resultant report and recommendations in the 100% Investigation Report.
Additionally, forward one copy of the completed report and recommendations to 355 CES/CEIE. LBP remediation is not anticipated.
1.6.3. Civil Requirements.
1.6.3.1 Field Information. Base utility information which may be provided for this RFP is the best information available and may be provided to assist the Contractor during the design of this project. The Contractor is solely responsible for field verifying all information given. The Contractor is also responsible for obtaining all information necessary to properly design and construct the project. Information gathering during the design shall be coordinated through the Contracting Officer. Any field surveying required providing utility locations, verification of existing grades and features, etc., shall be the responsibility of the Contractor and shall be tied into the base surveying datum.
1.6.3.2 For this project, the Contractor shall arrange for bluestaking of the site and any affected areas for the purposes of determining information applicable to, necessary for and pertinent to both the investigation and design services of this project.
1.6.3.3 Fire Protection: Fire demand line to the building shall be provided for the fire protection system. The design of this line shall be in accordance with the national fire codes prepared by the National Fire Protection Association (NFPA). Appropriate fire department signage shall be provided as part of this project. Fire Department Connections (FDC) location will be coordinated with base fire department. There must be a fire hydrant within 100‟-0” of the FDC. The contractor shall be responsible for performing all required fire flow and pressure testing required to design a complete and useable fire protection systems. The supply of equipment to perform said testing will be the responsibility of the contractor. The contractor is required to perform the requisite flow tests for incorporation into the design. Specifications for fire suppression systems shall include a statement requiring the design of the sprinkler systems under direct supervision of a Professional Fire Protection Engineer licensed in the State of Arizona. Shop drawings for fire suppression systems shall be required and shall bear the seal of that Engineer. Fire demand lines shall have a minimum cover of 4 ft. New fire hydrant may be required.
1.6.3.4. Concrete and asphalt sitework shall be removed only as necessary and to the minimum extent practical to complete work under this project. All concrete and asphalt sitework shall be replaced with like materials and to match the adjacent sections and dimensions.

1.6.3.5. All trench patches across roadway and parking lot pavements shall be accomplished in accordance with the utility trench patch detail provided in the DCG.
1.6.3.6. A new water meter shall be provided for the domestic service line to the building and shall be installed interior to the building in the mechanical room. Meter shall be IAW base DCG.
1.6.3.7. A new gas meter and regulator shall be provided for the building. Gas meter shall be IAW base DCG.
1.6.4. Landscape Requirements: Restore all disturbed areas back to original condition Trim existing trees as required to provide 3’ clearance from facility and equipment. Where removals leave voids, restore areas to match adjacent areas.
1.6.5. Architectural Requirements.
1.6.5.1. Reconfigure existing facility to meet Dorms-4-Airmen standard as specified in USAF Unaccompanied Housing Design Guide. Provide 15 4-man modules, 4 individual apartments, house keeping storage areas with janitor’s closets, mechanical room, electrical room(s), comm rooms, fire alarm panel room, and mech yard with enclosure. Provide a laundry facility in each 4-man module and apartment. Laundry facilities will accommodate side-by-side washer and dryer and wall mounted storage cabinets. Provide a utility storage closet adjacent to the kitchen area and/or laundry for supplies and cleaning products in all modules and apartments.
1.6.5.2. Second and third floor end units will be renovated into individual apartments. Individual apartments shall include living/bedroom area, bathroom with tub/shower combination, closet, kitchen, and laundry. End units shall be expanded to gain square footage to house amenities.
1.6.5.3. First floor end units including bathrooms will be renovated into house keeping storage areas with janitor closets.
1.6.5.4. Provide a separate fire alarm panel room. Access shall be provided directly from the exterior. Provide stoops by door. Room will be environmentally controlled.
1.6.5.5. Provide access by persons with disabilities to one living unit on the first floor of a dormitory building. Living unit will be IAW Uniform Federal Accessibility Standards (UFAS) and the Americans with Disabilities Act Accessibility Guidelines (ADA/ADAAG).
1.6.5.6. Renovation Work: Work includes but is not limited to the following principle items: miscellaneous interior repairs; new partitions and ceilings; new finishes including flooring, wall surfaces and ceilings; interior and exterior doors, frames and hardware; new windows, blinds and blackout curtains; insulation and acoustical batts, new millwork and countertops, new building signage, and new restroom accessories.
1.6.5.6.1 Openings
1.6.5.6.1.1 Install new exterior and interior doors, frames and hardware. All exterior doors shall be IAW UFC 4-010- 01 DoD Minimum Antiterrorism Standards for Buildings.
1.6.5.6.1.2. Module access shall be limited to one entry door. Opposite existing door/window assembles shall be replaced with new window/door assembly for private balcony/patio access. Module access doors and balcony/patio access doors shall be distinctly different in appearance and configuration.
1.6.5.6.1.3. Exterior Doors: Exterior doors shall be insulated steel doors. All hollow metal door and frame assemblies shall be constructed as required by ANSI/SDI-100 to meet or exceed an extra heavy duty, grade III, seamless-hollow steel construction, and shall be constructed with flush end closures at the top and flush closures or recessed channels at the bottom. All exterior doors shall use shall be insulated with a foamed-in place polyurethane core. Hollow metal exterior doors and frames shall be galvanized and painted. Module entry doors/frame assemblies shall be equipped with a sidelight.
1.6.5.6.1.4. Interior doors: Interior Doors shall be solid core wood doors with hollow metal frame assemblies. All hollow metal frame assemblies shall be constructed as required by ANSI/SDI-100 to meet or exceed a heavy duty, grade II seamless hollow steel construction. Hollow metal frames shall be painted.
1.6.5.6.1.5. Module entry and bedroom doors shall be 3’-0, sound-insulated and equipped with a peephole.

1.6.5.6.1.6. Door Hardware: Provide Best B.A.S.I.S. G Keycard access to each module as well as each individual bedroom. Keycard system shall be equipped with a key override. Provide closures for all exterior doors. All other door hardware shall be as per the Davis-Monthan Design Compatibility Standards Appendix K and USAF Unaccompanied Housing Design Guide. All exterior doors shall be fully weather-stripped and include metal kick plates, on the push side, and heavy-duty metal thresholds. Provide door bumpers for all doors. Provide kick plates for all doors with closures.
1.6.5.6.1.7. Windows: Windows shall comply with AT/FP requirements in UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings. Bedroom windows shall match window size of Dorm 3509 bedrooms. All living areas, including shared common areas, must have operable windows. Infills around the windows shall match adjacent construction.
1.6.5.6.1.8. Glazing: Glazing shall comply with AT/FP requirements in UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings. Exterior Glazing units shall be sealed and shall have a tinted, Low E outboard lite with a minimum 1/2-inch air space, of a clear inboard lite. The outboard lite shall be safety or tempered glazing where required by safety requirements.
1.6.5.6.2. Walls:
1.6.5.6.2.1. Fur-out all exterior walls. Provide R-19 insulation at all fur-outs.
1.6.5.6.2.3. Install resilient base throughout unless otherwise noted.
1.6.5.6.2.4. Install ceramic cove base and 5’ ceramic tile wainscot in bathrooms.
1.6.5.6.2.5. Install blocking for all wall attachments (millwork, bathroom accessories, Flat screen TVs).
1.6.5.6.2.6. Install sound batt insulation in all bedroom walls. Walls between living units, between living areas and shared common areas, and exterior walls of living units must have a Sound Transmission Class (STC) of at least 50.
1.6.5.6.2.7. Paint all walls (exclusive of factory finish materials unless otherwise noted)
1.6.5.6.3. Floors
1.6.5.6.3.1. Clean and prep all floors as required to receive new finishes and as recommended by the manufacturer unless otherwise indicated. New underlayment may be required.
1.6.5.6.3.2. Install carpet in all bedrooms, closets and shared common areas.
1.6.5.6.3.3. Install ceramic tile in bathrooms, kitchens, laundry facilities, module entries, janitor’s closets, and house keeping storage area.
1.6.5.6.4. Ceilings:
1.6.5.6.4.1. Provide a min. of 8’-0” ceiling heights. Use of suspended acoustic tile is not acceptable
1.6.5.6.4.2. Prep and Paint all ceilings (exclusive of factory finish materials unless otherwise noted).
1.6.5.6.4.3. Install gypsum ceilings in bathrooms.
1.6.5.6.4.4. Install gypsum soffits as necessary to conceal all electrical, mechanical, pluming and fire systems.
Exposed piping, conduit, ducting, wiremold, and other systems components are not acceptable.
1.6.5.6.4.5. Install R-30 insulation above third floor ceiling.
1.6.5.6.5. Paint all exposed structure.
1.6.5.8.6. Provide new millwork for kitchens including upper and lower cabinets and countertops. Casework will include space for double-compartment sink, dishwasher, cooktop or range, and microwave hood. Cabinets shall be a commercial grade plywood boxes with a laminate finish. Doors and drawer fronts shall be wood. Kitchen countertops can be laminate; no drip bull nose with integral backslash. Provide a minimum of 7 feet of kitchen counter top including the sink compartment. Laundry cabinet shall match quality of kitchen cabinets.
1.6.5.6.7. Provide new millwork for bathrooms including vanities and countertops. Cabinets shall be a commercial grade plywood boxes with a laminate finish. Doors and drawer fronts shall be wood. Provide solid surface counter tops in bathrooms with integral sinks.

1.6.5.6.8. Provide shelves and mop holders in janitor’s closets.
1.6.5.6.9. Install new bathroom accessories including but not limited toilet tissue dispenser, shower curtains, towel bar, medicine cabinets, and mirrors. Bathroom accessories shall be IAW Unaccompanied Housing Design Guide.
1.6.5.6.10. Provide signage throughout the building. Signs shall comply with UFC 3-120-02 and the DCG.
1.6.5.6.11. Provide mini horizontal blinds and blackout curtains for all bedroom windows. Provide horizontal mini blinds for all other windows.
1.6.5.6.12. Provide heavy duty closet organizers, braced into wall studs. Closet organizer systems that have double clothes rods and shelves.
1.6.5.6.13. Provide back splashes for ranges and cooktops.
1.6.5.7. Exterior Building Repairs And Work: Work includes but is not limited to the following principle items: Filling voids in masonry; repairing or replacing defective materials such as soffits; repainting other metal surfaces;
removing extraneous, unused or abandoned materials from exterior surfaces such as brackets, conduit, piping, wires, cables, insulators, anchors, inserts, and all similar items.
1.6.5.7.1. Modify existing balcony and stair railings as necessary to correct code deficiencies. Prep and paint railings and other exposed metal surfaces.
1.6.5.7.2. Provide full height steel privacy screen/panels at existing exterior walkways to create private patios and balconies for each module. Provide guard rail to enclosure first floor patios (match the upper levels). Steel privacy screen/panels will consist of a prefinished perforated corrugated metal panel on tube steel frame.
1.6.5.7.3. Remove existing exterior recessed fire extinguisher cabinets and infill opening. Infill shall match adjacent construction.
1.6.6. Structural Requirements.
1.6.6.1. Provide new structural steel moment frames at selectively demolished load bearing walls to accommodate new floor plan.
1.6.6.2. Provide mechanical mezzanines for attic air handling units.
1.6.6.3. Provide lintels at new mechanical new openings.
1.6.6.4. Modify existing mechanical enclosure to house new chiller and meet DoD Minimum Antiterrorism Standards for Buildings (UFC 4-010-01).
1.6.7. Mechanical Requirements.
1.6.7.1. Design and install a complete mechanical (HVAC system). Design shall be IAW base DCG, ACC High Performance Green Building Standards and ACC Sustainability Development Standards and Unaccompanied Housing Design Guide. Work includes but is not limited to the following: Installing new ductwork, piping, DDC controls, dampers, air handlers, exhaust fans, fan coil units, chiller, pumps, insulation and other accessories and miscellaneous items required for a complete operating system even though each item is not specifically mentioned or described. Provide system complete and ready for operation including balancing and commissioning. The design of HVAC system and components shall meet requirements DoD Minimum Antiterrorism Standards for Buildings
(UFC 4-010-01).
1.6.7.2. Heating, ventilation and air conditioning systems shall be provided for all spaces except mechanical room.
Intakes shall comply with AT/FP requirements.
1.6.7.3. The mechanical room shall be ventilated with an exterior wall louver and ceiling exhaust fan discharging the air through an exterior wall louver. Heating will be provided by electric unit heater.
1.6.7.4 Each bedroom and shared common area room will be equipped with individual climate control. Climate control will be provided through vertical mounted 4-pipe fan coil unit located within a mechanical closet. Each fan coil unit to have condensate piped to sewer.
1.6.7.5. Air conditioning will be provided through a centralized 4-pipe hot and chilled water system.
1.6.7.6. Provide central ventilation system to supply continuous conditioned outside air to each room.

1.6.7.7. Provide central exhaust system to continuously exhaust. Exhaust will be interlocked with building supply air.
1.6.7.8. Fire panel shall be located within climate controlled room.
1.6.7.9. Provide new chiller. Expand the mechanical yard as necessary to facilitate maintenance clearances of new chiller. Expansion will include selective demolition of existing mech yard enclosure and construction on new enclosure and slab. New enclosure shall match existing construction. Enclosure shall meet DoD Minimum Antiterrorism Standards for Buildings (UFC 4-010-01) and DMDCG.
1.6.7.10. Provide venting for dryers. Dryer venting must be exhausted away from windows. Provide recessed dryer vent box for hookup.
1.6.7.11. Provide lockable access panels for all panels located in living areas to prevent resident tampering.
1.6.8. Plumbing Requirements.
1.6.8.1. Provide new waste, supply and vent piping to support new plumbing fixtures. Install new fixtures including but not limited to toilets, sinks, hose bibs, floor drains, laundry hookups, and tub/showers. Shut off valves required for all fixtures.
1.6.8.2. Provide new bathroom and kitchen fixtures for each module and apartment per Unaccompanied Housing Design Guide and DMDCG. Provide solid surface counters with integral sinks for bathrooms.
1.6.8.3. Provide floor mount janitor sink for janitor closets
1.6.8.3. Provide new hot water storage tanks. Install new In-line mounted circulation pump and piping.
1.6.8.4. Provide hook ups for side-by-side washer and dryer for each 4-man module and apartment. Provide recessed washer box for hook-ups.
1.6.8.5. Provide new dishwashers and garbage disposals in each kitchen.
1.6.8.6. Provide all required backflow preventers including backflows for boiler and chiller make up water supply.
1.6.8.7. Provide lockable access panels for panels located in living areas to prevent resident tampering.
1.6.9. Fire Protection/Detection Requirements.
1.6.9.1. The entire facility shall be sprinkler protected. Provide wet sprinkler protection IAW the requirement of the Air Force ETL 02-15, UFC 03-600.01 and NFPA13.
1.6.9.2. Provide a new, complete analog/addressable fire alarm and mass notification system for this facility. The system shall be designed and installed IAW the requirements of UFC 4-021-01, UFC 3-600-01, NFPA 72, ETL 02- 15, ADAAG and Base DCG. Include in the system wiring, raceways, pull boxes, terminal cabinets, outlet and mounting boxes, control equipment, alarm, and supervisory signal initiating devices, alarm notification appliances, supervising station fire alarm system transmitter, and other accessories and miscellaneous items required for a complete operating system even though each item is not specifically mentioned or described. Provide systems complete and ready for operation.
1.6.9.3. Provide carbon monoxide detectors in all rooms housing natural gas fired equipment. Detectors will be integrated into the mass notification system.
1.6.9.4. Provide fire extinguisher, mounted in an easily accessible location for all kitchens. Provide 5 Lbs. ABC fire extinguisher for all rooms and 10Lbs ABC for mechanical/electrical rooms.
1.6.10. Electrical Requirements.
1.6.10.1 Provide new electrical service to serve the facility including new primary service cabling, duct bank, fuses, transformers and service entrance conductors.
1.6.10.2. Provide a complete interior electrical system including but not limited to service entrance equipment, panel boards and feeders, branch circuits, receptacles and outlets, grounding, and surge protection. All contractor installed equipment requiring power shall be connected.
1.6.10.3. Provide lighting and power per Unaccompanied Housing Design Guide and DCG.

1.6.10.3. Install new interior and exterior lighting systems including all associated wiring, conduit and switches.
Permanently installed light fixtures required in every space.
1.6.10.4. Exterior lighting shall be photocell activated located on the north side of the building.
1.6.10.5 Provide new exit signs and emergency egress lighting as required by NFPA 101.
1.6.10.6. Provide new power receptacles including all associated wiring and conduit.
1.6.10.7. Provide 2 receptacles 72” AFF to accommodate government furnished flat screen TVs in each module shared common area and 1 in each apartment.
1.6.10.8. Provide power to all appliances including but not limited to electric ranges, cooktops, washers, electric dryers, garbage disposals, dishwashers, microwave-hoods.
1.6.10.9. Provide new electric meter.
1.6.10.10. Conceal all conduit, wiring and devices. Surface mount conduit including wiremold is not acceptable.
1.6.11. Communications Requirements.
1.6.11.1. Pre-wire the facility with a complete communication system. The System shall be provided throughout the building. Communication systems will be designed and installed in accordance with ETL 02-12, UFC 3-580-01, AFFSOCI 33-105, AFSSS 7703, base cabling standards, and AFD-070919-082 Unaccompanied Housing Design Guide.
1.6.11.2. Reuse existing Comm service entrance and Comm rooms. Remove all unused cabling, devices and equipment; and cap unused conduits.
1.6.11.3. The communication system shall be installed as a complete system. Contractor shall provide all raceways, wire and cable, connections and termination devices, grounding equipment, all conductors, outlets, etc.
throughout the building. All cables installed will be terminated and tested by the contractor.
1.6.11.4. Provide low voltage signal wire from the meter location to communication room(s).
1.6.11.5. Provide new F-Type cable television outlets including all associated wiring and conduit in each sleeping quarter.
1.6.11.6. Provide 2 F-Type cable television outlets 72” AFF to accommodate connectivity of government furnished flat screen TVs in each module shared common area and 1 in each apartment.
1.6.12. Anti-Terrorism and Force Protection (AT/FP) Requirements.
1.6.12.1. Provide antiterrorism standards IAW UFC 4-010-01 including but not limited to windows, doors, HVAC emergency shut off, Mech enclosure cover, outside air intakes, and mass notification system.
1.6.12.2. Provide CCTV system and conduit to provide full coverage of all balconies, walkways, stairwells and approaches to facility. Provide conditioned closet for CCTV equipment.
2. DESIGN SUBMITTAL REQUIREMENTS.
2.1. Standards, Documents, and Criteria. The design requirements within Section 01011 represent the minimum quality and quantity acceptable for the proposals and project submittals. The standards, documents, and criteria referenced within this RFP, although not all attached to or included in this RFP document shall be the most current version. Contractor shall be responsible for obtaining any documents not attached to or included in this
RFP but referenced as criteria for the project. Requirements of this RFP may add to, delete, modify, revise, or substitute to the extent indicated for criteria contained in the referenced standards and documents; and this section shall be deemed the governing authority of any changes to the other-referenced standards, documents and criteria.
2.2. Design Standards. Equipment, hardware, and materials shall be standard manufactured items unless otherwise specified. Replacement parts shall be standard and readily available through commercial means.
Discontinued products will not be accepted unless approved by the Contracting Officer. The Davis-Monthan AFB
Design Compatibility Guidelines, this RFP, base guide specifications (if available), and all applicable codes, laws, and guidance, whether included in this RFP or not, will govern all design and construction of this project and the
Contractor shall include all code and base DCG requirements in his bid. The Contractor SHALL conform all design
01011-9 and construction work to the base DCG and shall assume that no waivers to the stipulations included therein shall be granted.
2.3. Design Units. This project shall be designed in English inch-pound (I-P) units.
2.4. Reference Drawings Disclaimer. Drawings which may be provided as a part of this RFP are provided for reference only and only provide information for the Contractor’s use and incorporation into the design. Any drawings so provided shall not be considered complete and approved concept plans for this project. These drawings may be provided to give information on the types of renovations that are required to be included in the design and construction for the project, and shall be used in the design of the facility to the extent necessary to construct a complete and usable facility. These drawings may include, but are not limited to, information addressing renovation of interior spaces; installation of an exterior, split-face concrete masonry wainscot;
replacement of exterior windows and doors; installation of a standing-seam metal roof (including substructure required); replacement/installation of mechanical, plumbing and fire protection; and electrical (interior, distribution, exterior, communications, local area networks, fire detection, etc.) systems. It is the Contractor’s responsibility to ensure the finished construction meets all of the requirements of this RFP. Drawings which may be provided as a part of this RFP may be available in electronic file format (AutoCAD).
2.4.1. Design Examples, References, and Preliminary Design Drawings. Design drawings and examples provided by the Government are for reference only and shall not be considered completed and approved concept plans for this project. Additional coordination of the design, in conjunction with the specific inputs from the
Customer and base personnel during the required Design Charette, will be required to develop the approved concept plan and design development through the creation of construction documents, and construction (reference
Part 5, ARCHITECTURAL DESIGN of this RFP).
2.5. Investigation Report. The Contractor is responsible for the following as part of the project Investigation
Report:
2.5.1. The following investigative services shall be included, if applicable to the project:
Investigation services shall include a plan check by the Contractor’s consultants of existing “as-built” drawing files, as applicable. Copies of requested as-built drawings may be furnished by the Government.
The Government does not guarantee the accuracy or completeness of any as-builts.
In addition, as may be required by this RFP, the Contractor’s consultants will meet with the affected base agencies to gather information pertinent to this project.
Investigation services for projects that affect existing facilities shall also include at least one field trip by the
Contractor’s consultants to verify the existing conditions at the site.
2.5.2. Items to be reported on include but are not limited to the applicable portions of the following paragraphs:
Existing interior and exterior physical conditions applicable to the project.
Accuracy and completeness of reference data furnished by the Government.
Architectural, communications, electrical, fire protection, mechanical, seismic, structural, utility, UFAS/ADA
Accessibility Guidelines, International Building Code or other special system requirements.
Availability and adequacy of existing structure, utilities, or systems to support requirements identified above.
Brief description of existing drainage problems, and proposed solutions or design options.
Site plans showing topography, soil test locations, existing utility lines showing points-of-connection, and areas of required site work.
Special design problems or interferences with existing conditions, e.g., asbestos and/or lead-based coatings abatement, and proposed solutions or design options.
Problems anticipated with constructing the project within budget, and proposed solutions or options and the anticipated costs.
2.6. Design Analysis. The Contractor is responsible for the following as part of the project Design Analysis:
2.6.1. The following computations must be included, if applicable to the project:
Seismic, using the USGS Seismic hazard maps in lieu of the International Building Code, and structural loads and foundation design.

Utility loads.
Electrical loads and equipment sizing including fault current analysis and coordination studies for new buildings and major repairs.
Lighting illumination levels.
Heating, ventilation, and air conditioning loads, calculated on both a room-by-room and block basis.
Proportioning the air on a square footage basis shall not be allowed. Loads must be calculated utilizing a software package specifically designed for that purpose.
Sizing of mechanical equipment, ducts, and piping.
2.6.2. The Contractor shall include, as a separate index in the Design Analysis at each submittal, the review comments received from the previous Air Force design reviews. Every review comment shall be annotated by the designer to indicate the disposition, i.e., whether the review comment is incorporated into the design documents;
and, when incorporated, the location where the review comment is incorporated. If an exception to the incorporation of a review comment is proposed by the Contractor, he shall coordinate and resolve the exception with the base Project Manager; and, if the exception is approved, indicate same. If the exception is not approved, the designer shall annotate the disposition and the location of the review comment as described before.
2.7. Contract Drawings.
2.7.1. The Contractor shall provide a design and construction package that uses the design details given or referenced in this RFP and the base DCG. Additional details shall be created by the Contractor as required, but shall conform to the requirements of this RFP and are subject to approval by Government.
2.7.2. The Contract Drawings be prepared entirely in accordance with the base DCG and shall clearly define all required work for this project. Drawings shall be prepared at a scale and level of detail appropriate to the subject, in accordance with accepted professional practice.
2.7.3. The Air Force may furnish a sheet border which includes the project information, which shall be attached to each sheet as an “XREF” object. The Air Force may, upon request, furnish the designer with the base-standard cover sheet and the base-standard short title block sheet, for use in this project.
2.7.4. The Contractor shall complete the entirety of the blank areas or spaces in the title blocks of all drawing sheets, including but not limited to, the correct FBNV number (no dashes), the correct project title, and the correct drawing number: FBNV 12-0028, Rpr Enlisted Dorm 3508 (DMP Tier 2).
2.7.5. Site Layout. The project site is located on the north Kachina Street and west Craycroft Street, Davis-
Monthan Air Force Base (Tucson), Arizona. The long sides of the building face north and south. All contract documents and drawings will reflect these cardinal directions for the sake of consistency and uniformity.
2.8. Contract Specifications.
2.8.1. The Contractor shall provide a design and construction package which includes project specifications based on the Unified Facilities Guide Specifications (UFGS) which can be obtained from the Whloe Building Design
Guide website (www.wbdg.org).
2.8.2 The Contractor will edit each applicable UFGS section as appropriate to the project, and submit the edited specifications with each design submittal for the review and approval of the Government. Any portion of the specification sections proposed by the Contractor to be removed or omitted for this project shall be indicated by a strikethrough of the text, but leaving the text in the document until the 100% final document submittal. Any text proposed to be added to the specification sections by the Contractor shall be indicated by underlining the text.
2.8.3. Specifications shall include the Davis-Monthan AFB standard section, "Section 01010, Summary of Work," edited by the designer as required for this project. The Air Force may furnish the unedited master section to the designer.
2.8.4. The Contract Specifications shall clearly define the type, quality, or other criteria relevant to all required work for this project. Specifications shall be prepared in the Construction Standards Institute (CSI) format, at a level of detail appropriate to the subject, in accordance with accepted professional practice.

2.8.5. To encourage competition, the Air Force prefers generic, quality-based or performance-based specifications. For other than sole-sourced items identified by the Air Force (see Section 1.4.3), comply with the following instructions:
To specify by manufacturer's name or catalog number, include at least three manufacturers whose products are essentially equal in quality, function, and cost; and then add the statement "or approved equal." If less than three manufacturers are known, specify the known information as a minimum standard of quality, type, color, etc.; and add the statement "or approved equal."
To specify a single manufacturer and not allow submittal of proposed "equals," provide a brief written statement to the Air Force, separate from the specification, explaining the need for a single, specific product.
2.8.6. If tests are necessary, the specifications shall define the required criteria, number and type of tests to be made, and licensing or certifying requirements of the testing agency. All necessary testing shall be included in the contract specifications and shall be specified as being performed by and paid for by the construction Contractor.
2.9. Construction Cost Estimate. (Not Used)
2.10. Schedule of Material Submittals.
2.10.1. An AF Form 66, Schedule of Material Submittals, has been provided by the Government with this RPF.
This furnished Schedule of Material Submittals (Form 66) identifies submittal items that shall be provided by the
Contractor in accordance with Section 01010 and 01011 requirements for government review and approval.
2.10.2. During the course of design and specification development, the Contractor shall append the Form 66 to include submittal items as required by the project specification sections. The Government has provided the Form
66 in Microsoft Excel format for this purpose. The appended Form 66 generated during the design shall be submitted with the Contractor’s edited specifications for government review and approval. The Form 66 must identify all items required to be submitted by the construction contractor for government review and approval prior to installation. Submittals may include, but shall not be limited to, certificates of compliance, shop drawings, samples, color selections, or other items called for in the contract specifications.
2.10.3. The approved AF Form 66, Schedule of Material Submittals, will become the scheduling document and will be used to control submittals throughout the life of the contract.
2.10.4 During construction, it may be discovered that this list was not all-inclusive and that additional submittals may be required from and shall be submitted by the Contractor, as directed by the Contracting Officer.
2.10.5 For more information, see paragraph 1.4, Submittal Procedures, of Section 01010, Summary of Work.
2.11. Color Boards.
2.11.1. The Color Boards must contain samples, schedules, and descriptions as necessary to identify all finishes.
Photographs or renderings may supplement the descriptions, but may not be used instead of samples.
2.11.2. Submit color boards on 8-1/2" x 11" sheets in three-ring binders. Sheets must be neutral-colored illustration board heavy enough to support samples without tearing out of the binder. Adhesives must permanently bond samples to the sheets.
2.12. Design Submittal Package Requirements. The Contractor shall submit to the Government the following copies of the contract drawings, specifications, and other contract documents at each design stage.
2.12.1. Design Charrette Submittal.
5 copies of concept design and Investigation Report, to be submitted at Charrette conference wrap-up briefing.

2.13. Codes. The design, materials, equipment, and installation shall be in accordance with, but not limited to, the requirements of the Davis-Monthan AFB Design Compatibility Guidelines, this RFP, and all applicable codes, laws, and guidance, whether included in this RFP or not; and with the listed codes, guides, and manuals. All references shall be assumed to be the most recent revision unless specifically noted otherwise. Although the references have been listed by engineering discipline for ease of citation, this does not preclude their requirement to be used for work within any other discipline.
