About this opportunity

The National Institute of Standards and Technology, Department of Commerce, seeks a Firm Fixed Price quotation for one Rotor 8 Microwave Induced Combustion (MIC) Package with installation and training services, with quotations due September 2 by 12:00 PM Eastern Time. The procurement is set aside for Women-Owned Small Business (WOSB) eligible concerns and is restricted to total small business (1,000-employee size standard).

Place of performance is Gaithersburg, Maryland (Building 301 for delivery, Building 224, Room A354 for installation and training). The MIC package must be compatible with NIST's existing Multiwave 5000 digester system and manufactured by Metrohm/Anton Paar with eight specified deliverable items: rotor, quartz tube, pellet pressing tool, liner stand, oxygen combustion set, gas loading set, sensor supply board, and training materials. All items must be new, not used or remanufactured, in original manufacturer packaging with complete documentation. The package will support the Fire Research Division's research on per- and polyfluoroalkyl substances (PFAS) and total fluorine measurement. Delivery is required within six weeks of order receipt; installation and training must be completed within six weeks of delivery during normal business hours (8:30 AM–5:00 PM Eastern Time, Monday–Friday, excluding federal holidays). Training must include hands-on exercises and be completed no later than 30 calendar days after delivery. Payment is one lump sum upon successful completion and government acceptance; partial invoices are not accepted unless pre-approved. Quotations must include company name, UEI, address, signed SF 1449, supporting pricing documentation, assumptions or exceptions, and authorized contact information. Evaluation considers technical merit, conformance with requirements, and price reasonableness, with award anticipated without discussions. NAICS code is 334516; PSC code is 6640.

This is a request for a Firm Fixed Price quotation for commercial products. This solicitation is issued in accordance with the Revolutionary FAR Overhaul (RFO) Part 12 - Acquisition of Commercial Products and Commercial Servicesas supplemented with additional information included in this notice.

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the RFO.

REQUIREMENT: This is a request for a Firm Fixed Price quotation for MIC package including the installation and training services associated with the system.

RESPONSE INSTRUCTIONS: Please submit a quotation which addresses the requirements identified in this request. Please ensure the following information is included with the submitted quote:

EVALUATION METHOD: The quotation received will be evaluated for its technical merits, conformance with the stated requirements, and for price reasonableness. The Government anticipates making an award without discussions and it is requested that the Contractor submit its best quotation.
