About this opportunity
This Special Notice announces the Portsmouth Naval Shipyard's intent to award a sole source contract to Curtiss-Wright Engineered Pump Division. The Naval Sea Systems Command published this notice to restore and upgrade the secondary propulsion unit rotary deployment mechanism on a Virginia-class submarine.
Curtiss-Wright Engineered Pump Division is the original equipment manufacturer and sole proprietor of the drawings for this mechanism. As such, they are the only responsible source that can perform the required refurbishment services and satisfy the agency's needs. Interested parties have until May 3rd, 2022 to identify their interest and capabilities to be considered for a potential competitive procurement, though award of this non-competitive contract to Curtiss-Wright is within the government's discretion. The refurbished equipment will be installed between February and December 2023 after completion of work at the vendor's facility and shipment back to the Portsmouth Naval Shipyard.
Notice text
The Portsmouth Naval Shipyard intends to solicit and award a sole source contract to Curtiss-Wright Engineered Pump Division for Restoring and Upgrading the Secondary Propulsion Unit (SPU) Rotary Deployment Mechanism (RDM) on a Virginia class submarine.
This requirement is for the Original Equipment Manufacturer (OEM) to perform the refurbishment services. Curtiss-Wright has not authorized the use of their drawings by any third party. Curtiss-Wright is a large business. Material is provided for on a separate contract.
Under the authority of 10 USC 2304 (c) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. Curtiss-Wright owns the proprietary drawings, and is the only vendor that is authorized to accomplish the work.
Place of Performance is the Vendors' facility. Upon completion of work, equipment shall be shipped back to Portsmouth Naval Shipyard for reinstallation.
The schedule will be negotiated prior to award, and equipment will be shipped upon contract award. Anticipated performance is from 2/01/2023-12/01/2023.
Interested persons may identify their interest and capability to respond to the requirement, which will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government.
