About this opportunity

The Defense Logistics Agency Aviation is seeking to procure two Rotary Couplers (NSN 7R-5985-016600367-E7) with delivery designated as FOB Origin. This is a critical application item that requires specific source approval from NAVSUP Weapon Systems Support, with potential contractors needing to demonstrate technical capability and compliance with DoD-STD-100 standards. The procurement will follow a non-competitive solicitation process under FAR 6.302-1, allowing only pre-approved sources to submit proposals. Interested parties must submit comprehensive technical data and source approval documentation by April 28, 2025, with proposals received within 45 days of publication being considered. Contractors must provide detailed information from the NAVSUP Source Approval Information Brochures, demonstrating their capability to produce or repair the specific item.

The solicitation does not have a specific set-aside designation and is open to qualified sources that can meet strict technical requirements. The contract appears to be for a specialized, flight-critical component where technical data and manufacturing rights are limited. No specific award value is disclosed, though the quantity is set at two units. Potential contractors must navigate a complex approval process, including submitting technical documentation and proving their manufacturing or repair capabilities for this specialized equipment. The government reserves the right to continue award processes based on fleet support needs, even if source approval evaluations are not completed within the expected timeframe. Contractors without previous approval must be prepared to undergo a potentially time-consuming source approval process to be considered for this opportunity.
