About this opportunity
The Naval Surface Warfare Center, Philadelphia Division, under the Department of the Navy Naval Sea Systems Command, is seeking to procure roofing maintenance and repair services through an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The scope of work includes roof inspections, roof surveys, gutter cleanings, repairs, and replacements. The procurement will utilize a hybrid Best Value Tradeoff Source Selection procedure that evaluates both technical proposals and pricing, with the potential for award to a higher-priced offeror if their superior past performance justifies the cost difference. Offerors must submit initial price and technical proposals simultaneously, with the Government intending to make an award based on initial submissions without discussions, though the Government reserves the right to conduct discussions at its discretion. The solicitation number N6449826R0510 is expected to be released on or about December 15, 2025, with proposals due on or about January 15, 2026, and all official submissions must be made through sam.gov.
This is a 100% Small Business set-aside procurement, restricting participation to small business concerns meeting Small Business Administration criteria. The contract will be structured as a single award, Firm Fixed Price (FFP) IDIQ with a five-year ordering period. The construction magnitude for this procurement exceeds $10,000,000, representing a significant opportunity for qualified small business contractors. All offerors must provide payment and performance bonding, comply with bid guarantee requirements under FAR Clause 52.228-1, and acknowledge that liquidated damages will apply to performance failures. The combination of the substantial dollar value, extended service period, and small business focus makes this a notable contracting vehicle for roofing service providers capable of meeting federal bonding and performance standards.
