About this opportunity

The National Oceanic and Atmospheric Administration seeks roof replacement for three buildings at the Springfield, Missouri Weather Forecast Office, with quotations due July 31, 2026 at 2:30 PM MST. The procurement is set-aside for small business concerns under NAICS 238160 with a $19.0 million size standard.

Place of performance is 5805 West Highway EE, Springfield, Missouri 65802. The scope includes removal and replacement of roofing systems: the Main WFO Building receives an architectural shingle roof with 25-year manufacturer warranty and one-year workmanship warranty; the Non-Standard Storage/Office Building receives an architectural shingle roof matching existing color; and the Generator Building receives a 60-mil white TPO low-slope roofing membrane with a 20-year No Dollar Limit warranty. All work includes removal and disposal of debris, OSHA compliance, Davis-Bacon wage compliance, and site cleanup at end of each workday. The contractor shall provide all personnel, materials, labor, equipment, and supervision.

The Government intends to award a single firm-fixed-price purchase order on an all-or-none basis with Net 30 payment terms via the Invoice Processing Platform. Work must start within 10 days of notice to proceed and complete by November 30, 2026. A payment bond or irrevocable letter of credit equal to 100 percent of contract price is required within 10 days of award unless the quote is under $35,000. All quoters must be active in the System for Award Management. The General Decision MO20260075 (Revision 1, posted May 17, 2026) establishes Davis-Bacon prevailing wage rates for Greene County, Missouri. Evaluation uses Lowest Price, Technically Acceptable procedures based on technical approach, relevant experience, and price.
