About this opportunity
The Department of the Interior National Park Service Midwest Region is seeking contractors to replace Granulated Activated Carbon (GAC) filter media at Rocky Mountain National Park's water treatment plant through solicitation 140P6325Q0022. The contractor must furnish all labor, materials, equipment, and supervision to remove spent activated carbon and refill two 63-inch diameter filter vessels with fresh Calgon Carbon Filtrasorb 400 or approved equivalent GAC media that meets AWWA B604 standards and NSF/ANSI Standard 61 for potable water filtration. The contract requires proper disposal of spent media, submission of an accident prevention plan, and adherence to work restrictions limiting operations to Monday through Friday between 7:00 AM and 5:30 PM excluding federal holidays. A mandatory site visit is scheduled for August 14, 2025, at 10:00 AM Mountain Time, and quotes are due by August 22, 2025, at 11:00 AM Mountain Time. The procurement will be evaluated as a firm-fixed price commercial service purchase order with electronic submission preferred.
This opportunity is designated as a 100% small business set-aside under NAICS code 221310 (Water Supply and Irrigation Systems) with a size standard of $41 million. Each filter vessel has a capacity of 75 cubic feet requiring approximately 2,500 pounds of GAC material, totaling 5,000 pounds per replacement event, with an estimated requirement of two filter media changes during the contract period totaling 10,000 pounds of material. The contract period of performance extends from October 1, 2025, to September 30, 2026, with delivery required by September 30, 2026, and the contracting officer will provide at least 14 days advance notice before each replacement is required. Work will be performed at Rocky Mountain National Park's Headquarters East water treatment plant, located at Building #999 approximately 6.5 miles west of the Estes Park Visitor Center in Colorado. The contractor must maintain liability insurance coverage with minimum limits of $50,000 per person, $100,000 per occurrence, and $100,000 for property damage, and payment will be processed electronically through the Invoice Processing Platform.
