About this opportunity
The U.S. Department of Agriculture Forest Service has issued a Special Notice prospectus soliciting applications to operate and maintain 11 developed recreation sites on the High Cascades Ranger District of the Rogue River-Siskiyou National Forest in southwestern Oregon. The concession opportunity encompasses eight campgrounds (Doe Point, Farewell Bend, Fish Lake, Fourbit Ford, Natural Bridge, North Fork, Union Creek, and Whiskey Springs) and five day-use areas under a special use permit authorized by the Granger-Thye Act. The three-year average gross revenue for this opportunity is $252,791.94, reflecting the financial scale of the operation. Three of the sites have not previously operated under concession, representing a significant expansion of the current service offerings. Applications must be submitted by June 15, 2026, at 4:30 p.m., with a required $200 application processing fee.
The Forest Service seeks a qualified operator to provide high-quality public service in operating and maintaining government-owned recreation facilities under a permit term of up to five years with a potential five-year extension contingent on satisfactory performance. All sites must operate seven days per week during established minimum operating seasons, with applicants required to propose fees to the government as a percentage of adjusted gross revenue, with a minimum annual fee of $12,386.80. Applicants must provide a 50 percent discount for holders of Golden Age, Golden Access, Interagency Senior, and Access Passes, and maintain liability insurance with minimum coverage of $100,000 per person and $300,000 per occurrence. The Forest Service will evaluate applications based on proposed operating and business plans, public fees, government fees, and financial resources through a non-fixed weight method to select the applicant offering the best overall value. A mandatory Forest Service-led facility tour is scheduled for April 30-May 1, 2026, with RSVP required by April 27, 2026.
