About this opportunity

The Naval Supply Systems Command is procuring 67 rodmeter sensing elements (Part Number 70011-503) through a Combined Synopsis/Solicitation under FAR Part 13 Simplified Acquisition Procedures. The rodmeter sensing elements are specialized navigational components used in submarines to measure distance traveled through water, specifically compatible with the 00-209-2055 Rodmeter system. The Government intends to award a sole source Firm Fixed Price contract to The Dewey Electronics Corporation, as they are the original manufacturer and hold the proprietary MILSPEC drawings for these components. While structured as a sole source procurement, all responsible sources may submit quotes for consideration by the closing date. The solicitation closes at 1300 EST on Tuesday, August 12, 2025, with quotes to be submitted electronically to Contracting Officer Courtney Dunlow Ange, and oral communications are not acceptable.

This procurement does not utilize any small business set-aside designations despite having a NAICS code 334511 with a $16.5 million small business size standard. The Dewey Electronics Corporation is identified as the sole source contractor due to their exclusive manufacturing capabilities and proprietary specifications for these naval components. The estimated contract value is $184,564.90 for the 67 sensing elements required. Delivery has been extended from the original 30 weeks to 42 weeks after contract date per Amendment 00001, with a target delivery date of February 1, 2026. The items will be delivered to Commander Navy Munitions Command in Yorktown, Virginia, with FOB destination terms, and the place of performance is listed as Norfolk, Virginia.
