About this opportunity

The Bureau of Land Management, Lander Field Office (Wyoming), seeks a firm fixed-price contract for a Class III intensive cultural resources inventory survey of 305 acres at Rocky Ridge, with quotes due July 28, 2026 at 1500 PDT. This procurement is a Total Small Business Set Aside (NAICS 541720, $28 million size standard).

Place of performance is Fremont County, Wyoming (Township 29 North, Range 97 West, Sections 22, 27, and 28), with elevations from 6,900 to 7,300 feet. The contractor must conduct fieldwork to identify and re-record cultural resources associated with the Oregon, California, Mormon Pioneer, and Pony Express National Historic Trails, re-documenting eleven previously identified historic sites (48FR3551, 48FR3566, 48FR3577, 48FR3578, 48FR3586, 48FR3587, 48FR3588, 48FR3635, 48FR3638, 48FR3639, and 48FR3640). The contractor must hold a current Wyoming Permit for Archaeological Investigation and comply with the 2014 Wyoming SHPO-BLM Protocol; no artifact collection is permitted. Fieldwork must be preceded by BLM-approved background research and inventory strategy development informed by UAS-derived imagery and primary source materials.

Period of performance runs August 15, 2026 to February 11, 2027. The contract divides work into four phases: Phase I (Background Research and Strategy, 60 days, 15%), Phase II (Fieldwork, 130 days, 35%), Phase III (Draft Deliverables, 160 days, 25%), and Phase IV (Final Deliverables, 180 days, 25%). Deliverables include a Class III report following 2012 Wyoming SHPO standards, site forms, GIS shapefiles, GPS data, and photographs.

Evaluation uses a best-value trade-off approach, weighting Technical Capability (including BLM permit status, proposed approach, and key personnel experience) and Relevant Experience (three recent comparable projects within five years) significantly more than Price. Questions are due July 21, 2026 at 1500 PDT. The Contracting Officer is Caitlyn Warner (caitlyn_warner@ios.doi.gov, 775-861-6495).
