About this opportunity
The Bureau of Land Management Arizona Strip District Office seeks a Class III archaeological cultural resource inventory of approximately 756 acres burned by the 2026 Rock Canyon Fire in Coconino and Mohave Counties, Arizona, with quotes due August 25, 2026. This is a Total Small Business set-aside with firm-fixed-price structure.
Work is performed in Coconino and Mohave Counties, Arizona, with a period of performance from September 1 through November 16, 2026; the November 16 completion date is non-negotiable due to winter treatment activities. The contractor must conduct a pedestrian survey consistent with BLM and professional standards, document and map all discovered archaeological sites and features, evaluate each site's eligibility for the National Register of Historic Places, submit comprehensive inventory reports with findings and maps, provide GIS data, and deliver a complete cultural resources report. The contractor must possess a current Arizona BLM Cultural Resource Use Permit (Fiscal Year 2026) and comply with the Secretary of the Interior's Standards and Guidelines for Archaeology. Supervisory and management staff must demonstrate at least four months of supervisory experience and four months of experience in northwestern Arizona, southwestern Utah, or southeastern Nevada; the company must demonstrate at least one year of Class III inventory experience.
Technical proposals are capped at 15 pages and must address approach, methodology, company qualifications with two professional references, and pricing broken down by cost per acre. Payment is milestone-based: 50% upon fieldwork completion, 25% upon draft submission, and 25% upon final deliverable acceptance. Payment requests must be submitted electronically through the Department of Treasury's Invoice Processing Platform. Amendment 0001, effective August 17, 2026, does not extend the proposal deadline; contractors must acknowledge receipt of the amendment.
