Rock Canyon Fire Class III Cultural Resource Inventory, Bureau of Land Management – Arizona
Strip Field Office, Coconino County, Arizona
Introduction
Lightning ignited the Rock Canyon Fire in mid-June 2026, located approximately 9 miles south of
Highway 89 and approximately 9 miles east of the House Rocky Valley Road in Coconino County, Arizona. In total, the fire burned approximately 4,822 acres on land managed by the Bureau of Land
Management (BLM) – Arizona Strip District, the United States Forest Service North Kaibab Ranger
District, and Arizona State Public Trust Lands. Within BLM-managed lands, the fire affected areas within the BLM – Arizona Strip Field Office (ASFO).
The fire burned through landscapes historically dominated by pinyon-juniper woodlands, sagebrush flats, and native grasslands. Fire growth was primarily carried by fine fuel and ladder fuels, allowing for crown fire development with wind alignment. The fire crossed the Winter Road (BLM 1025) multiple times, running into recent fuels treatments and the White Sage Fire burn scar (which occurred in the summer of 2025), where it burned at low intensity. From the eastern edge along the House Rock Valley
Road (BLM 1065), crews were able to backburn the eastern movement of the fire, which was stopped when it pushed into this backburned area.
The eastern edge of the fire and the areas that burned in recent fuels treatments are likely to recover naturally and are not included in this proposed post-wildfire rehabilitation treatment. However, the majority of the burned area was in dense pinyon-juniper and burned at a higher intensity and is unlikely to recover naturally. To prevent the spread of invasive annual grasses and non-native noxious weeds, aerial seeding followed by chaining is proposed as the primary stabilization treatment for these areas.
The BLM – Arizona Strip District has observed a dense infestation of cheatgrass in the White Sage Fire burn scar along the Winter Road, which is scheduled to be treated just over a year after the fire was contained. In an effort to prevent the same in the Rock Canyon Fire burn scar, every effort will be made to have post-wildfire treatments completed the first winter post-fire – the winter of 2026. Because the fire was early in the season and a large portion of the proposed treatment area has data from recent
Class III cultural resource inventories, the Rock Canyon Fire presents a good opportunity to see how earlier post-fire treatment may improve proposed treatment effectiveness.
Objectives
The object of this contract is to provide the BLM – ASFO with data on the cultural resources located within the project area (see attached project location map). An intensive-level cultural resources inventory (Class III) of approximately 756 acres is requested, all archaeological sites discovered will need to be documented following current professional standards, and each archaeological site will need to be evaluated for inclusion into the National Register of Historic Places. The Class III inventory and resulting data will allow the BLM – ASFO to determine potential adverse effects to these resources identified during the Rock Canyon Fire Class III project.
Project Location
The project area is located on the Buckskin Mountain, a portion of the Kaibab Plateau, and consists of several discontinuous units. Rock Canyon is located at the western end of the burn scar. The fire also burned along the ridges overlooking House Rock Valley to the east in Long and Fence canyons. The Rock
Canyon Fire crossed the Winter Road, a prominent and well-managed dirt road, in multiple locations.
The nearest town, Fredonia, Arizona, is located approximately 18 miles west with Kanab, Utah, located an additional 5 miles north. Fredonia does not have emergency facilities.
The project area is located on lands managed by BLM – ASFO in Sections 25-26 and 33-35 of Township
41 North, Range 2 East and Sections 21-22, 27-31, and 33 of Township 41 North, Range 3 East. The project area is depicted on the Buck Pasture Canyon and Coyote Buttes 7.5’ USGS quadrangles. A map of the project area is attached.
Main access to the project area is along the Winter Road (BLM 1025). The Winter Road crosses over the
Kaibab Plateau, serving as the major route connecting Highway 89A to House Rock Valley. Other BLM roads are present within the project area; however, much of project area on the eastern ridges have no roads and access may prove difficult. Cross-country vehicular traffic, including all off-road vehicles, is not permitted. Access to portions of project area will be on foot.
Previous Work
AZSite does not have current BLM – ASFO data for past cultural resource projects or archaeological sites.
As such, a summary of BLM-managed data is provided below to supplement the Contractor’s review of
AZSite and other records (e.g., General Land Office plat maps, historic topographical maps) as part of preparing this proposal. The BLM – ASFO stresses that the information below has been pulled from the data maintained and housed at the BLM – Arizona Strip District and is considered to be current;
however, the BLM – ASFO is unlikely to have data on cultural resource projects or archaeological sites outside of BLM-managed land.
As noted above, several recent large-scale Class III cultural resource inventories have been within portions of the Rock Canyon Fire and adjacent areas. Additional Class III inventories have also been conducted within and around the project area; however, these inventories were conducted 10 or more years ago and may not meet present-day standards for Class III cultural resource inventories.
As for known archaeological sites, approximately 50 have been documented within one-half mile of the project area, with approximately 5 located within or partially within the Rock Canyon Fire Class III project. These resources are predominantly ancestral Native American and consist of artifact scatters with several of the sites also containing structural features. Historic sites, primarily trash scatters, are also present in the area. Archaeological site density is estimated to be approximately one site per 10 acres. All previously recorded sites will be reassessed for accuracy of previous documentation and may need to be fully re-documented.
Statement of Work
The Class III inventory will provide baseline data to assist the BLM – ASFO in developing management prescriptions and archaeological site protection strategies for the Rock Canyon Fire Class III project. The following tasks will be completed and reported to the BLM – ASFO Archaeologist to fulfill this contract.
Note: The BLM – ASFO no longer obtains or submits project or archaeological site data to the Arizona
State Museum for upload into AZSite. As such, the Contractor will not obtain archaeological site numbers for newly identified archaeological sites nor an Arizona State Museum project registration number – this information will be provided by the BLM – ASFO Archaeologist. All project data will be submitted solely to the BLM – ASFO Archaeologist.
Task 1 – Conduct Class III Cultural Resources Inventory
1. The Contractor shall conduct a records search/literature review that includes the cultural resource files maintained by the Arizona State Museum’s AZSite database, cultural resource files at the BLM – Arizona Strip District, and other resources such as historic topographical maps, General Land Office plat maps, etc.
a. A physical visit to the BLM – Arizona Strip District Office will not be required. The BLM –
ASFO has digitized project and archaeological site records for the BLM – Arizona Strip
District. The BLM – ASFO Archaeologist will provide the Contractor with digital copies of cultural resource reports and archaeological site files within 1-mile around the Class III inventory area. Geospatial (GIS) data will also be provided.
2. The BLM – ASFO Archaeologist will provide the Contractor with the GIS data of the Class III inventory area. This area, approximately 756 acres in size, will require a pedestrian inventory with evenly spaced transects spaced no more than 15 meters (50 feet) apart.
3. The project area is remote, and travel likely entails the use of 4-wheel drive vehicles with high clearance. All off-road vehicles (e.g., ATV, UTV) are allowed only on designated open routes.
Cross-country vehicular travel is not permitted.
4. This is a non-collection inventory.
5. No ground disturbance (i.e., shovel probes, testing) is permitted.
Task 2 – Documentation of Cultural Resources
1. All cultural resources will be identified, fully documented, photographed, and GIS data collected.
Using the guidelines established by the Arizona State Historic Preservation Office (SHPO) and the
Arizona State Museum (from the Archaeological Site Recording Manual and the Revised Site
Definition Policy) for archaeological sites, the Contractor shall determine if the observed archaeological materials meet the definition of an “archaeological site.” Archaeological sites will be documented using a modified Arizona State Museum Site Card (a template will be provided by the BLM – ASFO Archaeologist).
a. Collection of GIS data includes, at a minimum: entire boundary of the site; point-located diagnostic/unique artifact(s); point, line, or polygon of each archaeological feature;
point, line, or polygon of man-made features (i.e., two-track road, fenceline, corral); and point, line, or polygon of natural features (i.e., drainage, distinctive rock outcrop)
2. Previously recorded archaeological sites will be redocumented as part of this contract. In addition to preparing an Arizona State Museum Site Card Update, current GIS data will be collected using the same methodology as noted above.
a. The Contractor shall make a reasonable effort to relocate previously recorded archaeological sites by expanding the search radius at least 100 meters (330 feet).
3. Regarding archaeological site numbers, the Contractor shall retain the existing site number for previously recorded sites. The BLM – ASFO Archaeologist shall provide the Contractor with archaeological site numbers for all newly identified sites.
4. Archaeological materials which do not meet the definition of an “archaeological site” shall be documented as an Isolated Find/Isolated Occurrence. In addition to a description of each isolate and photographs (as appropriate), GIS data will be gathered.
Task 3 – Reporting Requirements
1. The Contractor shall prepare a cultural resource report of the work performed under this contract. The Class III inventory report, using the Arizona State Museum and SHPO guidelines and standards, will include the following:
a. SHPO Survey Report Form
b. Project description, including a map(s) of the Class III inventory area
c. Previous research/records search summary, including a map(s)
d. Physiographic context
e. Cultural context (also referred to as a cultural history summary) and survey expectations
f. Survey methods
g. Survey findings
i. A brief summary of each archaeological site documented during the inventory
1. For previously recorded sites not relocated, a discussion will be included in the report on the efforts undertaken to relocate the site and the possible reasons the site may not have been relocated (i.e., surface alterations which may have destroyed the site, site may not have met the modern definition of what is considered an archaeological site).
ii. Map(s) depicting all archaeological sites identified during the inventory.
iii. A brief summary, such as in a table, of all isolates found during the inventory.
The summary should include a description of the isolate, the coordinates where the isolate was discovered, and photographs of diagnostic or unique artifacts
(i.e., diagnostic projectile point, decorated ceramic with characteristic which may allow classification). A map(s) depicting the locations of the isolates is also required.
h. National Register of Historic Places evaluations and recommendations of each archaeological site
i. Assessment of project effects for each archaeological site
j. References/bibliography
2. The Contractor shall prepare complete archaeological site forms for each site discovered during the inventory. At a minimum, these forms shall include:
a. A modified Arizona State Museum Site Card or modified Arizona State Museum Site
Update Card, as appropriate.
i. Discussion/summary of the cultural materials and cultural features identified in the Site Description section on the site form
ii. Discussion of the condition of the site and features identified, if appropriate, and the potential for future impacts
iii. Thorough discussion on the eligibility of the site for inclusion to the National
Register of Historic Places with justification for the recommendation
1. Data used for the eligibility recommendation can be gathered from the types and densities of the artifacts identified, the presence of diagnostic artifacts, archaeological features, the potential for sub-surface cultural deposits, the cultural affiliation and temporal placement based upon diagnostic artifacts and/or features, etc.
iv. Details of artifacts identified which will include a count (estimations are acceptable if artifact densities are high) of each artifact type (i.e., lithic debitage separated by material type, lithic tool(s), ceramics separated by type or ware, historic cans separated by can type)
b. Photographs required include overviews of the site, overviews of any features (with scale), and photographs (with scale) of diagnostic or unique artifacts.
c. Site sketch map will depict the boundary of the site, location of any cultural feature(s), point-located artifacts, and other man-made or landscape features to aid in the relocation of the site and cultural materials documented
d. Site location map will be at a 1:24,000 scale and shown on a standard 7.5’ topographic map. Only the archaeological site boundary will need to be shown on the map.
Task 4 – Deliverables
1. A draft of the cultural resources report and archaeological site forms, in Microsoft Word format, will be provided to the BLM – ASFO Archaeologist for review. Draft GIS data of the inventory area, all archaeological sites, and all isolates will also be submitted. Major editorial work is not expected with these draft documents.
2. Once a review of these deliverables and field visits by the BLM – ASFO Archaeologist
(approximately 10% of the archaeological sites) are completed, the Contractor shall review and address those comments/edits and prepare a final cultural resources report, archaeological site forms, and GIS data. Final deliverables include:
a. One hard copy and one digital copy (as a PDF) of the cultural resources report
b. One hard copy and one digital copy (as a PDF) of each archaeological site form that includes site sketch and location maps and photographs
c. All project, archaeological site, and isolate photographs in a JPEG format
d. The Contractor must submit project and archaeological sites GIS data in IAW NCRDS as required by their Cultural Resource Use Permit.
Professional Qualifications
The Contractor and project personnel shall meet the Secretary of the Interior Professional Standards as described in 36 CFR Part 61 (see also Appendix B in Standards for Inventory Documents Submitted for
SHPO Review in Compliance with Historic Preservation Laws, revised in 2016).
In addition to the professional standards referred to above, the Contractor shall ensure that all staff with supervisory or other management responsibilities for this project (i.e., Field Director, Crew Chief, and other project management involved with this contract) shall meet the following standards:
• Four or more months of experience in a similar or higher supervisory capacity
• Four or more months of experience in similar environment and historic contexts, which includes northwestern Arizona, southwestern Utah, and/or southeastern Nevada.
The Contractor, by signing and submitting their proposal, shall ensure that those individuals most directly responsible for the Class III inventory (both the pedestrian inventory and archaeological site documentation), data analysis, GIS analysis and management, and report preparation have professional qualifications that commensurate with their duties. The Contractor will submit abbreviated resumes/curriculum vitae of all supervisor field-going staff and management staff overseeing the project. The resumes/curriculum vitae will clearly demonstrate the individuals experience as noted above. This experience should be within the last 10 years, preferably within the last 5 years, and field-going staff must have this experience conducting all aspects of fieldwork. To reiterate: all field-going staff with supervisory positions may have practical experience in the field in the region(s) noted above and this must be demonstrated in the resume/curriculum vitae submitted. Field-going supervisory staff will be in the field during the entirety of the Class III inventory and during the documentation of any archaeological sites.
The Contractor shall ensure that qualified administrative and support personnel are available for successful fulfillment of these contract requirements. If an individual with supervisory responsibilities is no longer associated with the project, their replacement will be required to retain the same professional standards and experience as noted above. In addition, the BLM Archaeologist and the Contracting
Officer’s Representative will be notified immediately of this change, and a follow-up meeting may be required prior to continuation of the contract.
The Contractor shall explicitly state if a partnership with another cultural resources firm will be established, or if subcontractor will be retained to complete the Rock Canyon Fire Class III project or portions of said project. Inclusion of a partnering firm or subcontracted firm after the contract is awarded will not be permitted without a follow-up meeting and the BLM reserves the right to deny the partnership/subcontractor. Project personnel for the other cultural resources firm will meet or exceed the requirements detailed above.
Inadvertent Discoveries
If human remains or cultural objects as defined under the Native American Graves Protection and
Repatriation Act (43 CFR 10.2) are discovered during fieldwork, the Contractor shall cease work in the immediate area of the discovery and notify the BLM – ASFO Archaeologist immediately. Work may continue in the project area and/or portion of the archaeological site not associated with the location of the discovery. The BLM – ASFO will notify the Contractor when, or if, work can continue in the area of discovery.

Portions of the project area are remote, and many areas are only accessible on foot. Consideration of project accessibility is required and should be considered when formulating their proposal. Vehicular off-road/cross-country travel is not permitted; all vehicles (including off-road vehicles) must remain on existing and open routes. Standard precautions (i.e., recognition of steep and rocky terrain, inclement weather and temperatures, ability to travel on unmaintained roads) for the area are required and precautions for traveling in these conditions must be acknowledged and vehicles used for the project should be appropriate to the area (i.e., four-wheel drive vehicle with off-road tires). The Contractor is allowed to set up camp; however, the camp will be dismantled at the end of each field session, and all gear will be removed. Leave No Trace principles will be in place. In addition, whether camping or conducting fieldwork, the presence of animals can be expected, including dangerous animals such as rattlesnakes and venomous insects. Cell phone service is spotty. The closest services, excluding medical services, are in Fredonia, Arizona, approximately 18 miles west by way of the Winter Road and Highway
89A. Medial and emergency services are located in Kanab, Utah, approximately 5 miles north of
Fredonia and along Highway 89A. The Contractor is encouraged to have a robust Safety Plan in place for their field-going staff.
Contract Clarifications/Reiterations
1. The Contractor shall have a current Arizona BLM Cultural Resource Use Permit (Fiscal Year
