About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking contractor support services for the U.S. Fleet Forces Command (USFFC) to manage Risk Management and Internal Control (RMIC) and Integrated Risk Management (IRM) programs. The contractor will provide comprehensive program management and execution support, including fraud risk assessment, entity-level controls evaluation, risk evaluation and management, and internal control evaluation in compliance with federal frameworks such as FMFIA, OMB Circular A-123, and DoDI 5010.40. Key personnel requirements include a minimum of four years of experience, a bachelor's degree in business or a related field, knowledge of federal financial integrity frameworks, proficiency with electronic data systems, and advanced communication skills, with all staff requiring SECRET security clearance eligibility and the ability to work at Naval Support Activity Hampton Roads, Virginia. The Response to Information (RFI) deadline is February 26, 2026, at 8:00 AM, with interested contractors required to submit a Statement of Capabilities not exceeding 5 pages to jana.p.popovich.civ@us.navy.mil, including business information, relevant experience, and proof of current Secret facilities clearance. Evaluation will assess contractor capability to support the full scope of RMIC and IRM requirements and determine whether a small business set-aside is appropriate.

This procurement is a follow-on to the current contract held by Blake Willson Group, LLC, with no set-aside designation indicated in the pre-solicitation notice. The anticipated contract type is Firm, Fixed-Price with a 12-month base period and four 12-month option periods, plus an additional six-month option period, commencing September 28, 2026. Performance location is primarily at Naval Support Activity Hampton Roads, Virginia, with telework permitted at the Contracting Officer's Representative's discretion. The contractor must complete multiple mandatory training requirements within 30 days of onboarding and deliver monthly status reports with specific detailed deliverables tied to key program milestones such as annual risk assessments, entity-level controls evaluations, corrective action plans due quarterly, and consolidated certification statements of assurance. While no explicit award value is stated in the pre-solicitation materials, the NAICS classification (541611 – Administrative Management and General Management Consulting Services) and PSC code (R408 – Support-Professional: Program Management/Support) indicate this is a professional services management contract.
