This procurement is being conducted on an other than full and open competition basis in accordance with FAR 6.302.1, as it represents a continuation requirement stemming from a previous SBIR contract. While the requirement is intended to be sole-sourced to Technology Holding, Inc., the agency is accepting capability statements from any interested firms that believe they can fulfill the requirement. Interested parties must submit written responses by email to Andrea Farrell at andrea.m.farrell7.civ@us.navy.mil no later than five days after the publication date of March 6, 2026, which places the deadline at March 11, 2026. The evaluation will focus on the firm's demonstrated capability and qualifications to produce the fuel to required specifications.

No set-aside designations have been applied to this procurement. Technology Holding, Inc., located at 1515 W. 2200 S, West Valley City, Utah, is the incumbent contractor and the intended sole-source recipient based on its previous SBIR contract performance. The specific contract value or budget range is not disclosed in this pre-solicitation notice. The procurement involves a discrete quantity of 200 gallons of specialized RJ-10 fuel rather than a continuing supply arrangement or long-term service engagement. All interested bidders must maintain an active System for Award Management (SAM) registration and, for access to Controlled Unclassified Information, must be certified through the Defense Logistics Information Services (DLIS) before contract award can be made.
