1. Agency and Contracting Activity Identification: The National Cemetery Administration ( NCA), Pacific District, 1301 Clay Street, Suite 1230 North, Oakland CA 94612-5209, as directed by the NCA Riverside National Cemetery will enter into a Contract that requires justification for other than full and open competition procedures.



2. Nature of Acquisition Being Approved: Riverside National Cemetery Requires Pest and Rodent control. Award shall be made through other than full and open competition to Epic Pest Control and Landscape, utilizing the VA s sole authority to award contract to Service Disabled Veteran Owned Small Business.



3. Description of Requirement: The awarded contractor is to provide Roofing Repair services. The period of performance shall be from March 13, 2018 through March 12, 2019. The estimated cost is $68,245.60.



4. Statutory Authority Permitting Other Than Full and Open Competition: The Services are being procured under the authority of FAR 6.302-5, 41 U.S.C. 334 (a) (5) in conjunction with VAAR 819.7007 Sole source awards to service-disabled Veteran-owned small business concerns.



5. The Nature of the Acquisition Requires Use of the Authority Cited: FAR Part 6.302-5. This Authority is for sole source to a SDVOSB company without seeking competition so long as the contract is awarded to a certified SDVOSB company listed on Vetbiz.gov. The rule of 2 does not apply in this case.



6. A Description of Efforts Made to Ensure That Offers From as Many Potential Sources As Practicable and Whether a Notice Will Be Publicized. A notice shall be posted in accordance with FAR part 5 procedures.



7. Anticipated Cost: The anticipated cost should be fair and reasonable to the government based upon comparative service pricing from past competed requirements awarded to large business (Terminix).



8. Results of Market Survey: Market research indicates that many companies are able to provide the service. However, only one SDVOSB company provided interested when SDVOSB companies were notified on an email.



9. Any Other Facts Supporting the Use of Other Than Full and Open Competition: None. See Items 5 above.











10. Any Other Interested Sources? There are no other sources that have expressed an interest to date.



11. A Statement of the Actions, if any, the Agency May Take To Remove of Overcome Any Barriers to Competition Before Any Subsequent Acquisition is required: It is not anticipated that any subsequent requirement will be needed by the Government.
