About this opportunity
The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has issued a Special Notice regarding the Risk Safety Solutions (RSS) Chemicals inventory management tool used by the National Marine Fisheries Service (NMFS). The tool is critical for chemical inventory management, enabling users to track, add, transfer, and remove chemicals from their inventory while ensuring compliance with federal Occupational Safety and Health (OSHA) regulations. Currently, the existing RSS application is proprietary to a specific vendor and meets the compatibility and regulatory requirements of NMFS's existing systems and equipment. The Special Notice indicates that NMFS is nearing the end of its last option period for the current chemical inventory management system. The tool plays a crucial role in maintaining safety compliance, emergency response readiness, and efficient resource management across NMFS laboratories.
The purpose of this Special Notice is to announce NOAA Fisheries' intent to negotiate a sole source contract for an annual subscription to the RSS chemical inventory management platform. The contract period is proposed to run from 5/3/2025 to 5/2/2026, with two additional twelve-month option periods. Interested firms believing they can meet the requirements are invited to submit documentation within 15 days of the notice's publication, though the government retains sole discretion on conducting a competitive procurement. The platform offers comprehensive features including real-time inventory tracking, automated regulatory compliance reporting, immediate access to safety data sheets, mobile accessibility, and enterprise system integration. The Special Notice is categorized under NAICS 541513 (Computer Facilities Management Services) and PSC H968 (Chemical Inspection and Testing), signaling the technical and specialized nature of the contract opportunity. While no specific set-aside has been designated, potential contractors should carefully review the detailed requirements and be prepared to demonstrate compatibility with NMFS's specific needs.
