About this opportunity

The Export-Import Bank of the United States (EXIM Bank) is seeking a comprehensive financial risk management tool to replace its current Moody's RiskAnalyst system. The solicitation requires a software solution that can provide a consistent view of counterparty risk through financial spreading, credit analysis, and robust data storage. Key contract requirements include supporting a portfolio up to $40 billion with at least 500 borrower financial profiles, integrating with third-party platforms, and offering capabilities such as projecting borrower financials, creating customized ratios, and developing rating models. Proposals will be evaluated on three primary criteria: Technical Approach/Acceptability, Past Performance, and Price, with non-price factors considered more important. Prospective offerors must submit questions by Tuesday, April 15, 2025, at 2:00 PM EST, with final proposals due by Monday, April 21, 2025, at 4:00 PM EST.

While the solicitation is not set aside exclusively for a specific business type, it does specify that offerors must be registered in the System for Award Management (SAM). The contract will have a base period of one year from 06/20/2025 to 06/19/2026, with four additional one-year option periods potentially extending through 06/19/2030. The place of performance is Washington, DC 20571, where the contractor will also be required to provide on-site training for up to 50 users in 2-3 hour sessions with no more than 20 participants per session. If selected, the vendor must migrate existing data within 120 days of contract award and support financial statement translation in Spanish and Portuguese. The solicitation indicates flexibility for the government to exercise additional contract years based on funding availability and evolving operational requirements, with the expectation that the selected system will provide comprehensive risk management capabilities for EXIM Bank's financial operations.
