About this opportunity
The US Army Corps of Engineers Walla Walla District is seeking to procure riprap (angular stone weighing 75-3,000 pounds) for the Jackson Levee Riprap Supply IV project in Wyoming. This requirements contract involves furnishing, delivering, and stockpiling riprap at five locations including Main Stockpile, Taylor Creek Stockpile, 390 Stockpile, Solitude Levee Stockpile, and Imeson Levee Stockpile to support flood fight and annual maintenance operations for 27 levees along the Snake River. The contract structure has been amended from a base plus four option years to a base plus two option years, with the base period running from October 1, 2025, through May 15, 2026, and deliveries required by November 15th each year to avoid winter weather conditions. The evaluation will be based on best value considering price, and proposals were originally due September 15, 2025, but have been extended to October 7, 2025. The solicitation includes multiple amendments addressing delivery dates, Federal Acquisition Regulation clauses, and quantity corrections for surcharge line items.
This opportunity is set aside for Women-Owned Small Businesses (WOSB) under NAICS code 212319 with a size standard of 500 employees. The contract quantities range from 1,000 to 6,000 tons per site, with specific tonnage requirements varying by location and contract year. Recent Amendment 3 addressed missing quantities by establishing 8,000 as the quantity for surcharge line items covering remote delivery within 5-20 miles of Highway 22 Bridge. The place of performance is Jackson, Wyoming, specifically in the Jackson Hole area where the contractor will deliver materials to stockpile sites supporting levee infrastructure along the Snake River. The project encompasses a comprehensive scope including gradation testing requirements and strict environmental protocols to protect wildlife during sensitive nesting periods, with delivery restrictions limiting operations to 7:00 a.m. to 6:30 p.m., Monday through Saturday.
