About this file
This is a Performance Work Statement (PWS) for the Jackson Levee Riprap Supply IV project, covering riprap (stone) supply for flood fight and annual maintenance of levees in Teton County, Wyoming from 2025-2030. The project involves supplying angular stone between 75-3,000 pounds in weight to five different stockpile locations: Main Stockpile Site, WYDOT, Taylor Creek, Solitude Levee, and Imeson Levee sites. The total project encompasses 27 levees, 48 levee access roads, and multiple stockpile sites near the Snake River.
Key requirements include delivering riprap by November 15th each contract year to avoid wet winter conditions, conducting wildlife-sensitive deliveries (avoiding nesting periods), and meeting strict material quality standards. The contractor must perform gradation testing, ensure rock is clean and free of soil/debris, and handle materials to minimize breakage. Delivery is restricted to 7:00 a.m. to 6:30 p.m. Monday through Saturday, with specific access and environmental protection protocols. The U.S. Army Corps of Engineers Walla Walla District will oversee the contract, with payment based on tonnage delivered and additional surcharges for remote site deliveries beyond the main stockpile.

RIPRAP SUPPLY
PART 1 GENERAL
1.1 SUMMARY OF WORK
This summary of work is a generalized description of work and is not all inclusive.
The project is located in Teton County, Wyoming, near the town of Jackson.
The project consists of 27 levees, 48 levee access roads, 4 small riprap stockpile sites, and the major stockpile site near the Highway 22 bridge over the Snake River. This work is to replenish the stockpile of riprap (stone)to support flood fight and annual maintenance efforts for the Jackson Hole Project for up to a five year period. This project will supply riprap to the main stockpile site, with optional quantities to the project's various stockpiles. In the event the Government directs riprap to be delivered directly to work sites on the levees, the contractor will be reimbursed a surcharge, based on additional haul mileage.
The contractor's schedule should reflect completion of riprap deliveries by 15 November of the contract year, to avoid vehicle traffic impacts to the levees due to wet conditions from the onset of winter.

The Contractor shall make his own arrangements concerning availability of all riprap sources. The payment of royalties, disposal of wastes, and restoration of the borrow areas or quarry upon completion of the work shall be the Contractors responsibility. The Contractor shall also comply with all applicable local, State, and Federal laws and regulations.
1.22.2 Special Mineral Permits
The USACE occasionally obtains and uses special mineral permits from the Bridger-Teton National Forest. The permit allows the USACE to obtain riprap rock located on land permitted to the Jackson Hole Ski Corporation. The Contractor may not use, in conjunction with this contract, any rock that is already available to the USACE from the Bridger-Teton National Forest.
1.22.3 Acceptance of Materials
Acceptance of a source of stone is not to be construed as acceptance of all material from that source. The right is reserved to reject materials from certain localized areas, zones, or strata when such materials are unsuitable for stone as determined by the REP. The REP also reserves the right to reject individual units of produced specified materials upon delivery to the stockpile when such materials are determined to be unsuitable.
SECTION 35 42 37.85 28 Page 13
1.22.3.1 Visual Inspections And Measurements
During the contract period, both prior to and after materials are delivered to the stockpile, visual inspections and measurements of the stone materials may be performed by the REP. If the REP, during the inspection, finds that the stone quality or gradation of stone being furnished is not as specified or is questionable, re-sampling and retesting shall be required. Sampling of the delivered stone for testing and the manner in which the testing is to be performed, shall be as directed by the REP. This additional sampling and testing shall be performed at the Contractor's expense when test results indicate that the materials do not meet specified requirements. When test results indicate that materials meet specified requirements, an equitable adjustment in the contract price will be made for the sampling and testing. Any material rejected shall be removed or disposed of at the Contractors expense.
1.23 Riprap Delivery
The delivery schedule will take into account wildlife concerns and anticipated weather conditions. To avoid impacts to nesting bald eagles and ground nesting migratory birds, deliveries of riprap to stockpile sites and levees will typically begin 15 August where eagles may be affected and 1 August for ground nesting migratory birds. If the Corps determines that there are no significant impacts to eagles or ground nesting birds at the levees work areas and/or stockpile sites the REP may request earlier deliveries of riprap. The contractor's schedule should reflect completion of riprap deliveries by 15 November of the contract year, to avoid vehicle traffic impacts to the levees due to wet conditions from the onset of winter.
1.23.1 Remote Site Delivery of Riprap
When delivering riprap directly to a worksite, the Contractor shall take precautions to ensure riprap is not dumped on the crushed travel surface of levee. This will prevent damage to the levee crest. Instead, the Contractor should use side dump trailers or back end dumps at a safe angle to ensure riprap is deposited on the levee slope. Ensure trucks and trailers are not at an unsafe angle to the levee slope.
1.24 MEASUREMENT AND PAYMENT
1.24.1 Measurement
Riprap will be measured for payment as the number of tons of satisfactory riprap material delivered to the delivery site. Measurement will be made from weight tickets furnished to the REP. Trucks shall be weighed on a state certified scale furnished by the Contractor or on a state certified permanently installed commercial scale. Scales shall be self-printing for producing weight tickets. Contractor furnished scale shall be furnished, erected, and maintained by the Contractor. After erection, the scale shall be certified by the State in which the scale is located. A copy of the state certificate shall be furnished to the REP before the scale is put into use. Trucks used to haul riprap shall be weighed empty weekly at times directed by the REP. Each truck shall bear a plainly legible identification mark.
SECTION 35 42 37.85 28 Page 14
1.24.2 Payment
Payment will be made at the contract unit price per ton for Item Nos.
ending in AB, AC, AD, AE, AF and AG, "Produce and Stockpile Riprap".
These prices and payments shall be full compensation for furnishing all plant, equipment, materials, and labor and for performing all work required to test, produce, load, weigh, deliver, unload, and stockpile riprap, complete, as specified and as approved. No payment will be made for any rejected materials and no separate payment will be made for disposal of rejected materials.
1.24.3 Remote Site Delivery
In the event the REP directs Riprap delivery to other than the stockpile sites specified, to support ongoing levee rehabilitation, the Contractor will be paid an additional surcharge, per Schedule Items AG, for road mileage greater than 5 miles, as measured from the Highway 22 bridge.
Surcharges will not be paid for deliveries to the four (4) Game and Fish levees, South Park levee, or Evans levee if the distance actually traveled by the contractor to those locations is shorter than travel to the main stockpile.
1.24.4 Gradation testing
Gradation testing will be measured for payment as the number of tests actually performed. Payment will be made at the contract unit price for Item Nos. ending in AA, "Gradation testing", which price and payment shall be full compensation for furnishing all equipment, materials, and labor and for performing all work required to perform gradation testing, as specified and as approved. Gradation tests not passing will not be paid for.
PART 2 PRODUCTS
2.1 RIPRAP
2.1.1 General
Laboratory tests, visual examination, service records, gradation, and size shall be used to determine the acceptability of stone from the source selected by the Contractor. However, the approval of the Contractor's rock source does not preclude the REP from refusing delivery of rock should the rock not meet the specified requirements for quality, gradation, or size.
2.1.2 Evaluation Testing Of Stone
After contract award the Contractor shall provide riprap quality testing of the Contractor selected source prior to initial delivery. If multiple sources are to be used, each source shall have its own suite of testing performed. Testing is also required for each rock type within a quarry if rock quality or type vary significantly in the quarry. This testing shall be performed at the Contractor's expense. The test results are intended to verify rock quality at the source. Sampling for the initial testing will be conducted during a prearranged joint inspection. Selection of samples shall be made by the Contractor and the REP at the source within 30 calendar days after award of the Contract. The Contractor shall notify the Government as to the time and location of the meeting. If recent testing as outlined in the table below is already available, this data may
SECTION 35 42 37.85 28 Page 15 substitute for the new testing at the REP's discretion. The inspection and subsequent laboratory testing shall not relieve the Contractor of the requirement to deliver the riprap within the specified delivery periods.
All riprap materials shall meet the following test requirements for quality:
EVALUATION TESTING OF STONE
TEST DESIGNATION TEST METHOD REQUIREMENTS TESTING RECENCY
ASTM C127 Density, Relative Density (Specific Gravity), and Absorption
Specific Gravity:
minimum 2.5;
Absorption:
maximum 2.5%
Perform new testing after award of this contract. Test data within the past 3 years from the same rock and source may be substituted at the REP's discretion.ASTM C535 Resistance to
Degradation of Large-Size Coarse Aggregate by Abrasion and Impact in the Los Angeles Machine
30% maximum loss by weight
ASTM D5240/D5240M Evaluation of Durability of Rock for Erosion Control Using Sodium Sulfate or Magnesium Sulfate
(5 Cycles) Not greater than 10% loss
Perform new testing after award of this contract. Test data within the past 6 years from the same rock and source may be substituted at the REP's discretion.
In addition to the above test requirements, the stones will be subjected to visual field examination, the stone may be rejected solely on the basis of such visual examination, regardless of laboratory test results when the examination shows the stone to be unsuitable.
2.1.3 Gradation And Size
Material for riprap shall be obtained by careful selection of individual pieces. Riprap shall be reasonably graded, and shall have the minimum, average, and maximum weights as specified below. Neither the breadth nor the thickness of any piece of riprap shall be less than one- third of its length. Rounded alluvial material and/or subrounded rock will not be acceptable. Rounded alluvial and subrounded rock shall be as defined in the American Society for Testing and Materials standard ASTM D2488.
GRADATION REQUIREMENTS
Minimum Wt. - Lbs. Average Wt. - Lbs. Maximum Wt. - Lbs.
75 450-550 3,000
2.1.3.1 Gradation Testing
When directed by the KO, the Contractor shall perform gradation tests.
The gradation test shall take place at the Contractor's rock source or at
SECTION 35 42 37.85 28 Page 16 a location mutually agreed upon by the Contractor and the REP. The Government will give the Contractor a minimum of 1 working day notice prior to testing in order to allow the Contractor time to furnish all labor and equipment required for the testing. The day of the test, one truckload will be randomly selected for testing by the REP. Each rock from the truckload shall be individually weighed on certified scales with verifiable accuracy of 2%(+/-). The Government will record all results.
In addition, the test results shall be indicative of a well-graded material. The first gradation test will be required during the first week of delivery. Upon acceptance by the REP, this load may be set aside and used as a comparison example for future loads delivered to the site. A minimum of one, and a maximum of two additional passing tests of riprap may be performed during each year the rock is being delivered. The REP will direct when tests are to be performed. All rejected rock shall be removed from the site at the Contractors expense.
2.1.4 Rock Character And Cleanliness
Clean riprap has less of an effect on river turbidity levels during rehabilitations. The Contractor shall ensure that rock is free from attached soil and debris. The Contractor shall ensure that its activities do not promote the spread of noxious weeds.
2.1.5 Rock Quality, Gradation, And Size
If the material being delivered to the delivery site does not meet specified requirements, delivery will be refused by the REP and the material shall be removed at the Contractor's expense. The REP will be looking at the following criteria during rock delivery:
a. QUALITY - Does the rock meet the specified requirements for quality. Is the stone of the same quality as the material accepted for the source?
b. GRADATION - Is the rock well graded between 75 pounds and 3000 pounds? Does the load look similar to the example load?
c. SIZE - Is all of the material somewhat equal dimensional and between 75 and 3000 pounds? Does the load look similar to the example load?
d. CHARACTER - Is the rock free of clumps of attached soil and debris?
PART 3 EXECUTION
3.1 RIPRAP DELIVERY
After the Contractor has begun delivery of riprap, he shall continue delivery, without interruption, until the total specified quantity of riprap has been delivered to the designated site. The Contractor's scheduled days off will not be considered an interruption in the delivery of the riprap.
3.2 STOCKPILING
3.2.1 General
All riprap material shall be stockpiled within a designated area of the specified stockpile location. The final height of the stockpile shall not
SECTION 35 42 37.85 28 Page 17 exceed 15 feet. The contractor shall employ a tracked excavator equipped with a bucket thumb to stockpile all riprap. Handle the riprap in a manner to minimize rock breakage and minimize the introduction of soils to the stockpile. When stockpiling riprap, the Contractor shall maintain as constant and regular a cross section as possible to facilitate surveying for quantities if necessary. The stockpile sites only have a minimum amount of room for stockpiling material so the Contractor shall move the material accordingly to get the maximum amount of rock in the defined stockpile location.
3.2.2 Stockpile Locations
A designated area within the main stockpile site, the WYDOT stockpile site, the Taylor Creek stockpile site, the Solitude Levee stockpile site, and Imeson Levee stockpile site shall be used to stockpile the riprap.
