About this opportunity

The U.S. Marine Corps, through the 2d Reconnaissance Battalion at Marine Corps Base Camp Lejeune, North Carolina, is soliciting quotes under RFQ M67001-27-Q-0013 for rental, delivery, support, and recovery of two 7-meter-class rigid-hull inflatable boats (RHIBs) with one contingent standby RHIB, with quotes due November 9, 2026. The procurement is a Total Small Business set-aside, and only open market pricing will be considered.

Place of performance is Camp Lejeune, NC 28542, with FOB Destination pricing to that address preferred. Primary RHIBs must be delivered by November 16, 2026, and remain available through February 28, 2027. The Government furnishes fuel, consumables, and training execution.

Each RHIB must measure 6.5 to 7.5 meters, carry diesel propulsion of at least 315 combined horsepower, reach 30 knots minimum and 40 knots maximum cruising speed, accommodate at least six personnel, and include a GPS-enabled color chart plotter, marine radar, VHF radio, and at least 90 gallons of usable fuel capacity. Engines must have fewer than 400 operating hours at the start of the rental period. A compatible roadworthy trailer is required unless water delivery is authorized. The contractor must replace a Contractor-responsible failed RHIB within 48 calendar hours of Government notification, maintain two mission-capable primaries, provide 24/7 emergency contact, and conduct joint delivery and return inspections. Performance standards require 100 percent acceptable quality levels, with planned aggregate use up to 350 operating hours.

Quoters must be registered in the System for Award Management and provide a Unique Entity ID, CAGE Code, and Federal Tax ID Number. Quotes go by email to elijah.hillsgrove@usmc.mil and lucas.elliott@usmc.mil, and questions are accepted up to 24 hours after RFQ receipt. Quotes must price all line items or be deemed non-responsive, and they remain valid for 90 days unless otherwise stated. Pricing must cover delivery to and recovery from Camp Lejeune. The Service Contract Act wage determination for Onslow County (No. 2015-4389, Revision 35) applies. The procurement is coded NAICS 532411 with a $45,500,000 size standard and PSC W019.

Award goes to the responsible quoter whose conforming quote is most advantageous to the Government considering price, technical capability to meet vessel specifications and delivery timelines, and past performance on on-time delivery, equipment availability, maintenance responsiveness, and replacement capability.
