This is a Performance Work Statement (PWS) for the rental of three 7-meter rigid-hull inflatable boats (RHIBs) for the U.S. Marine Corps at Marine Corps Base Camp Lejeune, North Carolina.

The Contractor shall furnish, deliver, maintain, and recover two primary RHIBs and maintain one standby RHIB throughout the rental period from November 16, 2026, through February 28, 2027. Each RHIB must be 6.5 to 7.5 meters in length, equipped with diesel propulsion of at least 315 combined horsepower, capable of cruising speeds of 30 knots minimum and 40 knots maximum, accommodate at least six personnel, include GPS-enabled color chart plotter, marine radar, and VHF radio, have usable fuel capacity of at least 90 gallons, and include a compatible roadworthy trailer unless water delivery is authorized. Engines must have fewer than 400 operating hours at the beginning of the rental period. All RHIBs must be delivered in safe, seaworthy, fully operational condition with current scheduled maintenance documented and all required registration and inspection documentation. The Contractor must provide a replacement RHIB within 48 calendar hours of Government notification of a Contractor-responsible failure and maintain two mission-capable primary RHIBs available throughout the rental period, except for exclusions related to Government election not to operate, weather conditions, Government-caused damage, or Contractor-responsible failures. The Contractor shall provide maintenance support, coordinate corrective actions, maintain 24/7 emergency contact availability, recover both RHIBs after the rental period concludes, and conduct joint delivery and return inspections. Performance standards require 100 percent acceptable quality levels across all objectives, including delivery by November 16, 2026, backup RHIB readiness maintenance, provision of all required documentation, continuous rental availability with planned aggregate use up to 350 operating hours, and 48-hour backup RHIB delivery response time.

PERFORMANCE WORK STATEMENT

1.0 SCOPE

1.1 The Government requires a capable vendor that can provide the rental of a total of three (3) 7-meter rigid-hull inflatable boats (RHIB) from 16 November 2026 through 28 February 2027 unless otherwise modified in writing by the Contracting Officer (KO) to conduct training.

1.2 The Contractor shall provide the required RHIBs meeting the characteristics and requirements described within this Performance Work Statement (PWS) to enable authorized training operations during the period of performance.

2.0 DEFINITIONS

2.1 Rental Period: The first day of the period of performance once the Government has accepted both primary RHIBs and ending on 28 February 2027, unless modified by contract modification executed by the KO.

2.2 Primary RHIB: A RHIB furnished by the Contractor for Government training operations throughout the Rental Period.

2.3 Standby RHIB: A Contractor-held RHIB that meets all applicable requirements of this PWS and is maintained in ready-to-deliver condition for replacement of an unavailable primary RHIB.

2.4 Available for Training: A RHIB is available for training when it is safe, seaworthy, fully operational, equipped in accordance with this PWS, and accepted by the Government or returned to service following corrective action.

2.5 Contractor-Responsible Failure: A mechanical failure, latent defect, maintenance deficiency, equipment malfunction, or other conditions not caused by Government misuse, Government-caused damage, or operation outside approved operating limitations.

2.6 Technical Point of Contact (TPOC): The Government representative designated to coordinate delivery, inspection support, technical coordination, replacement requests, routine communication, and return inspections.

The TPOC is not authorized to alter contract price, quantity, scope, schedule, place of performance, period of performance, or terms and conditions.

3.0 CONTRACTOR REQUIREMENTS

3.1 The Contractor shall provide all equipment, documentation, delivery, recovery, corrective-maintenance coordination, and technical support required by this PWS to include the following:

3.2 The Contractor shall furnish, deliver, support, maintain, and recover two (2) 7-meter-class primary RHIBs for Government training operations.

3.3 The Contractor shall ensure that each RHIB is legally eligible for lease and operation and is delivered with current required registration, inspection, and operating documentation.

3.4 Each primary RHIB shall be delivered in safe, clean, seaworthy, fully operational condition and all scheduled maintenance current and documented.

3.5 The Contractor shall maintain one standby RHIB at a Contractor-controlled location throughout the Rental Period. The standby RHIB shall be available to replace a primary RHIB that becomes unavailable because of a Contractor-Responsible Failure.

3.6 The rental RHIBs shall provide uninterrupted training capability during the Government’s period of performance from delivery and acceptance through the end of the rental period.

3.7 The Contractor shall maintain two Government-accepted primary RHIBs available for scheduled training operations throughout the Rental Period, except when a RHIB is unavailable because of:

a. Government election not to operate the RHIB;

b. Weather, sea state, installation restrictions, range restrictions, or safety conditions that preclude safe operation;

c. Government-caused damage or misuse; or

d. Contractor-Responsible Failure, during which the Contractor shall provide a replacement RHIB in accordance with paragraph 4.3.

3.8 The rental shall be performed under the terms and conditions established in the resulting contract. The Government’s and Contractor’s respective responsibilities for operation, routine care, maintenance, damage, insurance, custody, transportation, and liability shall be established in the resulting contract.

4.0 RHIB REQUIREMENTS

4.1.2 Be suitable for authorized near-shore and inland-water training operations within the manufacturer’s approved operating limitations.

4.1.3 Have no overdue scheduled maintenance, unresolved safety deficiencies, active equipment faults affecting safe operation, or known defects that would preclude the Government’s intended training use.

4.1.4 Safely accommodate not fewer than six personnel, including the operator, in accordance with the vessel’s approved operating configuration.

4.1.5 Be equipped with diesel propulsion and not less than 315 combined rated horsepower.

4.3 Delivery and Government Acceptance

4.3.1 The Contractor shall deliver the two primary RHIBs to the Government-designated location no later than 16 November 2026, unless otherwise modified in writing by the KO.

4.3.2 A dispute regarding the cause of a RHIB failure shall not delay the Contractor’s replacement obligation, unless the Government acknowledges in writing that the unavailability resulted from Government-caused damage or operation outside approved operating limitations.

4.3.3 Upon Government notification that a primary RHIB is unavailable because of a Contractor-Responsible Failure, the Contractor shall deliver a conforming replacement RHIB to the Government-designated location within 48 calendar hours after notification.

4.4.4 At delivery, the Contractor shall provide:
