About this opportunity
The Department of Energy's National Energy Technology Laboratory (NETL) has issued a Special Notice announcing its intent to award a sole source purchase order to Rigaku Americas Holding, Inc. for annual service agreements covering two specialized scientific instruments: the Rigaku Ultima III X-Ray Diffractometer and the Rigaku ZSX Primus II WDXRF Spectrometer. The service agreements will cover the period from June 1, 2025, to May 31, 2026, and are being pursued under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. NETL has determined that Rigaku Americas Holding, Inc. is the only capable vendor to provide these services due to their proprietary knowledge of the systems' designs, service procedures, electronics, attachments, and calibration methods. The agency conducted market research and believes no alternate sources exist that can satisfy their specific requirements for these instrument service agreements.
The purpose of this Special Notice is to provide transparency about NETL's intention to sole source the service agreements and to allow potential alternative vendors an opportunity to demonstrate their capability. Interested parties who believe they can meet NETL's requirements must submit written evidence of their capabilities by 3:00 PM ET on May 7, 2025, directly to the Contract Specialist, Anissa Beasinger, via email. The notice emphasizes that this is not a request for quote or proposal, but rather an informational notice to potential vendors. Eligible contractors must be able to provide comprehensive service for the specific scientific instruments, including priority repair and exact replacement parts. The government retains sole discretion in determining whether to compete the requirement based on responses received. Telephone responses will not be accepted, and any information submitted will be considered exclusively for evaluating potential competitive procurement.
