About this opportunity
The Bureau of Land Management (BLM), Wyoming State Office, has issued a Special Notice announcing its intent to award a sole source contract to Rigaku Americas Holding, Inc. for preventive maintenance services on specialized laboratory instruments. The procurement covers maintenance of proprietary Rigaku instrumentation located at the National Minerals Testing Laboratory in Worland, Wyoming, including X-ray diffractometers, fluorescence spectrometers, and CT scanning equipment. This notice is published in accordance with Federal Acquisition Regulation requirements for sole source procurements. The contract structure includes a base year plus three option years, classified under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance with a size standard of $34 million.
The procurement aims to ensure continued operation of highly specialized geological analysis equipment through manufacturer-provided preventive maintenance, calibration, and software updates. The BLM justifies the sole source approach by emphasizing that only the original equipment manufacturer possesses the necessary proprietary expertise, components, and software required for these instruments, which support high-throughput analysis of geological materials from BLM offices nationwide. While this is not a competitive solicitation, firms believing they can meet the requirements may submit detailed capability statements demonstrating their ability to provide equivalent proprietary maintenance services. All responses must be submitted via email by June 23, 2025, at 2:00 PM Mountain Daylight Time, with telephone and fax inquiries not accepted. Contractors must prove they can deliver maintenance and support services at a level advantageous to the government to be considered.
