About this opportunity
The Department of the Air Force Headquarters District Washington seeks laundry and linen cleaning services at Joint Base Andrews, Maryland, with offers due August 18, 2026. This is a 100% Total Small Business Set-Aside.
Place of performance is Joint Base Andrews, Maryland. The contract covers three service locations: Presidential Inn Lodging (482,439 pounds annually), 89th Airlift Wing (19,060 pounds annually), and Fisher House (8,632 pounds annually), with separate CLINs for each facility. Services include weekly pickup and delivery for 52 weeks during a twelve-month base period (September 10, 2026 through September 9, 2027) plus four twelve-month option years. The NAICS code is 812320, Drycleaning and Laundry Services, with a size standard of $8.0 million. The incumbent contractor is Tri-State Linens & Events Rental Corporation (Contract FA286023C0009, valued at $3,283,564.50).
Fisher House services require medical-grade sanitization (minimum 160 degrees Fahrenheit for 25 minutes), hypoallergenic detergents, and infectious-control wrapping protocols. All contractor personnel will receive Defense Biometric Identification System (DBIDS) badging for base access. Maximum allowable weight loss is one percent; contractors are liable for fair market price compensation for losses exceeding this threshold. Presidential Inn Lodging services are scheduled to end during Option Period 1 or sooner; 89th Airlift Wing and Fisher House services continue through all option periods.
Pricing uses a firm-fixed-price arrangement with separate per-pound rates and weekly delivery fees based on soiled weight. The Government will evaluate offers using a Lowest Price Technically Acceptable approach, prioritizing technical acceptance demonstrating industry-standard laundry practices, ability to meet on-demand timeframes, and relevant past performance within the last five years. A mandatory site visit was scheduled for August 6, 2026; site visit attendance is not mandatory for quotation acceptability. Amendment 0001 addressed administrative adjustments to the SF1449 form. Questions were due August 11, 2026 at 1500 hours local time, with Q&A responses posted.
