About this opportunity
The Department of the Air Force Space Command is procuring qualified instruction for a Project Management Course to be delivered at Vandenberg Space Force Base through this Request for Quote (RFQ). The solicitation seeks a commercial training provider to deliver the SLD 30 Project Management Course covering project management fundamentals, problem-solving, cost estimating, and related topics through an interactive, instructor-led format with practical exercises. Offerors must submit a quotation containing a cover letter, technical approach (limited to 10 pages demonstrating how they will meet the Statement of Objectives), and a completed pricing worksheet using the government's prescribed format. The government will award a firm-fixed-price contract to the responsible offeror whose quote represents the best value based on technical capability and price evaluation factors. Due to significant interest in the requirement, the final deadline for quote submission was moved to Friday, September 19, 2025 at 10:00 AM PDT, with quotes remaining valid for 60 days after submission.
This procurement is designated as a 100% Small Business set-aside under NAICS code 611430 (Professional and Management Development Training) with a size standard of $15,000,000. The course must accommodate up to 35 students over a three-day period during normal business hours (8:00 AM to 4:30 PM, Monday through Friday) at a classroom location on Vandenberg Space Force Base. Contractors must quote pricing on a per-student seat basis that includes all instruction, equipment, supplies, and study materials, with a separate line item for travel expenses that will be reimbursed on an actual cost basis subject to federal travel regulations and Contracting Officer pre-approval. The contractor must commence performance within 90 days of contract award and obtain necessary base access credentials while complying with security procedures. All potential offerors must be registered in the System for Award Management (SAM) and submit their quotes via email to the designated contract specialists, with local travel within 50 miles of Vandenberg Space Force Base not chargeable to the contract.
