About this opportunity
The U.S. Consulate General Erbil, Iraq (procured by the Department of State) seeks quotation for fuel-system components and replacement parts supporting the Post's stationary power-generation and heating systems, with proposals due September 7, 2026 at 5:00 p.m. Baghdad time. This is not a small business set-aside.
Place of performance is Erbil, Iraq (Pirmam Road). The requirement encompasses 58 line items of fuel system sensors, pumps, valves, filters, relays, control modules, and related electrical and mechanical components. Manufacturer part numbers are provided for reference to identify existing equipment and compatibility but do not restrict competition; offerors may propose equivalent alternatives.
Award will be a firm-fixed-price purchase order to the offeror(s) representing best value based on technical compliance and total evaluated price. Iraqi vendors must quote in Iraqi Dinars; non-Iraqi vendors must quote in U.S. Dollars, with all prices inclusive of costs, fees, taxes, and VAT. Delivery is FOB Destination under DDP (Delivered Duty Paid) terms. For evaluation, transportation costs from the U.S. consolidation point (Dispatch Agency, North Brunswick, New Jersey) to the Consulate will be added to offers delivering there, ensuring comparable evaluation against direct-delivery offers.
Quotations must include two separate packages: Technical Package (specifications and photos without pricing) and Commercial Package (pricing information). Quotations remain valid for 60 days following the closing date. Payment is via Electronic Funds Transfer with net 30-day terms. Offerors must provide warranty details, after-sales support confirmation, and sample submissions for approval. Unregistered vendors must submit an NDAA Amendment Compliance Form. Requests for clarification were due August 31. The Government reserves the right to purchase from a single vendor or split purchases among qualified vendors and may terminate for convenience or cause. NAICS 333618; PSC 2910.
