About this opportunity
The National Institute on Drug Abuse (NIDA), a component of the National Institutes of Health, is seeking contractors to develop and implement a comprehensive summer research preparatory program for undergraduate students from Minority Serving Institutions (MSIs) and Historically Black Colleges and Universities (HBCUs). The primary objective of this Request for Quotations (RFQ) is to provide training that increases students' confidence in biomedical research, interest in STEM degrees, knowledge of career pathways, and understanding of health disparities. The program aims to prepare 10-15 undergraduate students, preferably freshmen and sophomores, for future research opportunities at NIH or other research institutions. Potential contractors must submit their questions by January 24, 2025, at 3:00 PM EST, with final quotes due by February 5, 2025, at 5:00 PM EST. Multiple awards are anticipated around March 18, 2025, with evaluations likely focusing on the proposed curriculum, mentorship approach, and ability to meet the program's comprehensive training goals.
The solicitation is not designated as a small business set-aside and will utilize FAR Part 13 Simplified Acquisition Procedures with a total contract value not to exceed $250,000. The contract includes a base period from March 20, 2025, to March 19, 2026, with an option for an additional year ending March 19, 2027. Eligible institutions must be degree-granting science programs with a mission of educating underrepresented students and receive less than $6 million in annual NIH R01 support. The program requires contractors to provide laboratory facilities, clinical experiences, professional development workshops, and mentoring over a 7-8 week summer period plus accompanying academic year activities. Performance will take place within the United States, with a focus on creating a strong sense of community between students, staff, and NIH officials while preparing participants for future research careers.
