About this opportunity
The Federal Emergency Management Agency (FEMA) issued and subsequently cancelled a Request for Quote (RFQ) for tire replacement services for their Denton Mobile Emergency Response Support (MERS) Fleet in Texas. The procurement required a contractor to provide new American-brand tires (specifically Goodyear, Goodrich, Cooper, Bridgestone, Firestone, or Continental), valve stems, and comprehensive installation services including dismounting, mounting, balancing, and disposal of old tires for various emergency response vehicles including tractors, trailers, trucks, and vans. All tires needed to meet specific technical requirements including an "N" speed rating and particular load ratings as specified in the government's price list. The government intended to award a single firm fixed-price contract, with offerors required to maintain an active SAM registration, include their UEI number, and hold pricing for 30 calendar days. The original solicitation was posted on August 26, 2025, with a due date of September 2, 2025, after being extended through Amendment 0001, but was ultimately cancelled on September 8, 2025, due to incorrect specifications and material omissions in the Statement of Work.
This solicitation carried no set-aside designation and was open to all qualified vendors. No incumbent contractors or potential award values were disclosed in the documentation. The work was to be performed entirely on-site at the FEMA Region VI facility located at 800 N. Loop 288, Denton, Texas 76209, within the Vehicle Storage and Administration Building. Contractors were required to complete all tire replacement work within 120 calendar days of contract award, working during normal business hours (7:00 AM to 4:30 PM, Monday through Friday) and adhering to strict security protocols including personnel clearance requirements. The government indicated plans to re-solicit this requirement by September 9, 2025, under a new solicitation number, advising interested parties to monitor SAM.gov for future announcements.

09/08/2025 RFQ Update:
This notice serves to formally cancel the Request for Quote (RFQ) identified above. FEMAMERSTires2025 for FEMA Denton Mobile Emergency Response Support Fleet Tires is hereby cancelled in its entirety.
The decision to cancel this solicitation is due to a change in the Government’s requirements and re-evaluation of the project specifications. The Government reassessed its specifications included in the solicitation, determined that certain specifications were incorrect and additional information critical to the requirement, which could materially affect pricing, was omitted from the Statement of Work (SOW). In the judgment of the contracting officer, an amendment to the existing solicitation is so substantial as to exceed what prospective offerors reasonably could have anticipated, so these errors and omissions necessitate revisions to the solicitation to ensure that all offerors have a clear and accurate understanding of the requirement and can provide competitive and compliant offers.
The Government:
Will re-solicit this requirement by 09 September 2025 under a new solicitation number. Interested parties are advised to monitor SAM.gov for any future announcements.
