About this file
The file is a Questions and Answers (Q&A) document for a FEMA tire replacement solicitation for the Denton Mobile Emergency Response Support (MERS) Fleet. Key discussions center on tire specifications, including speed and load ratings, tire brands, and installation requirements. The Q&A reveals critical details such as the government's preference for American-made tires (specifically Goodyear, Goodrich, Cooper, Bridgestone, Firestone, or Continental), the need for tires with an "N" speed rating, and specific load rating requirements for different trailer types.
The document addresses vendor concerns about tire availability, speed ratings, and installation logistics. Vendors were informed that they must use one brand of American tires to the maximum extent possible, provide tires meeting specific load and speed ratings, and complete the tire replacement work within 2-4 weeks of contract award. The solicitation requires on-site tire installation at the FEMA facility in Denton, TX, with new tires, valve stems, and associated labor, including dismounting, mounting, balancing, and disposal of old tires. The quote submission deadline was extended to September 2, 2025, at 3:00 PM ET, with the government intending to award a single firm fixed-price contract.

| In looking through the offerings that Goodyear has for tires there are some tires needing replacement on a couple of generators and an HVAC trailer. These are all listed as ST235/80R16 If you stay with that size you can only run a load range "E" in Goodyear, this does however keep you within the "N" speed rating. However if we step into a ST235/85R16 this would allow us to increase the load rating to a "G" but would limit your speed rating to an "L" . but it would also allow you to make the spare tires interchangeable between trailers thus making this a bit more efficient in an emergency situation. | Statement of Work has been updated. We need to stay with one brand of American tires to the maximum extent possible to meet the N speed rating vs using multiple brands of tires. |
| For Commercial tires the standard speed rating is L or 75 MPH. Goodyear doesn’t make a tire in the sizes needed in speed rating N. Will the speed rating L be acceptable? | NO - However, the Load rating can be increased in order for the tire to meet the speed rating of N |
| For the Trailers 50751T & 50752T confirming you want a drive tread design not a trailer tread design. | NO – We need the Trailer Tread design |
| In a ST235/80R16 the highest load range Goodyear makes is a Load Range E. Will a Load Range E be acceptable for 51598T, 50749T & 51704T or would you consider other brands if we can source the tire needed? | The load range has to be what is listed or better. Statement of Work has been updated. |
| It states that all tires must have a speed rating of "N", this is completely possible to accommodate for the passenger and light truck tires. However, Goodyear does not make a drive or steer tire that conforms to this requirement. So what would you like to see in place of that? The highest speed rating that they make for those would be an "L" speed rating. | Statement of Work has been updated. We need to stay with one brand of American tires to the maximum extent possible to meet the N speed rating vs using multiple brands of tires. |
| For the billing of the service call/trip component, is that on a per vehicle basis? | Vendor is the only one who knows their capability on how many tires they can transport in a single service call to dismount, mount, install, and balance tires in one day. Vendor can then estimate the costs per each service-call they will need to make to ultimately deliver and install all tires. |
| Will the vendor awarded this contract be able to do the work as quickly as possible? Or will the work have to be spread out over the course of the 4 months allowed? If awarded the contract, we would like to complete the work within 2 to 4 weeks. | Vendor can do the work as quickly as they can. It does not have to extend thru the 120 day period of performance. |
