About this opportunity
The Federal Aviation Administration's William J. Hughes Technical Center for Advanced Aerospace is seeking fabrication services for three major components of the Large Airframe Wing Structure (LAWS) test fixture: the Loader, Reactor, and Wingbox assemblies. These components will be manufactured using specific materials including ASTM A514 Grade S steel and Aluminum 7050 T7451, with precise machining, welding, and finishing specifications to support full-scale wing panel testing and a bonded repair research program conducted in collaboration with Boeing. The procurement requires vendors to have 500 employees or fewer under NAICS code 332710 (Machine Shops) and maintain registration in the System for Award Management (SAM). The contract will be evaluated using Lowest Price Technically Acceptable (LPTA) procedures, with technical acceptability determined by compliance with the detailed Statement of Work requirements and responsible source verification through SAM. All offers must be submitted to Contracting Officer Nicole Saiauskie by 5:00 P.M. on Monday, July 21, 2025, with no extensions permitted for late submissions.
This competitive procurement is set aside for small businesses, with no incumbent contractors identified in the solicitation documentation. The contract will be awarded as a Firm Fixed-Price Purchase Order with a 90-calendar day performance period from the date of award, though no specific budget range or estimated contract value is disclosed in the solicitation. The fabricated components range significantly in weight from approximately 13 pounds to 10,808 pounds across various parts, indicating substantial manufacturing requirements for the structural test equipment. Performance will take place in Atlantic City, New Jersey, where the William J. Hughes Technical Center is located. Vendors must include shipping charges as a separate Not-to-Exceed line item and incorporate all travel costs into their total proposed firm fixed price, with actual shipping costs reimbursed up to the specified maximum amount upon submission of required documentation.
Notice text
The Structures and Materials Laboratory (SML), located at the Federal Aviation Administration (FAA) William J. Hughes Technical Center for Advanced Aerospace, was officially opened in December 2016 as a new home for advanced material and structural test capabilities. The intent for the lab, once fully operational, is to house multiple uniaxial test frames and space to conduct full-scale aircraft structural component tests simultaneously on an integrated system. This will allow the FAA Technical Center to execute research programs in support of FAA Aviation Safety (AVS) with their core mission functions of aircraft certification, continued airworthiness, rulemaking, policy and guidance development and training.
The attached FAA Technical Statement of Work (SOW) and Appendices will provide for a fully functioning structural test capability to test full-scale wings at the William J. Hughes Technical Center for Advanced Aerospace in Atlantic City, New Jersey.
The FAA will not pay for any information received or costs incurred for preparing responses to this announcement. Therefore, any costs associated with a response to the Request for Quotation (RFQ) are solely at the interested vendor’s expense.
This competitive procurement will be set aside for small businesses, utilizing Lowest Price Technically Acceptable (LPTA) procedures. The NAICS code for this requirement is 332710 (Machine Shops) with a size standard of 500 Employees.
