About this opportunity

The Administrative Office of the U.S. Courts is soliciting digital exhibit design and audio-visual integration services for the Bridge to the Past Project at the U.S. Court of Appeals for the Federal Circuit-Innovation Center, with proposals due August 26 and questions due August 14. This is an RFQ with no small business set-aside.

Place of performance is 717 Madison Place, N.W., Washington, D.C. 20439, during standard 8 a.m. to 5 p.m. hours excluding court weeks. The scope encompasses design and implementation of five interconnected historical exhibits: Dolley Madison's Parlor (diorama with projection mapping or holographic effects for approximately forty figures); Paul Jennings (evaluation and enhancement of an existing AI-enabled talking portrait); Murder at Lafayette Square (diorama with digital storytelling); Secretary William H. Seward (integration of existing approved digital content with new hardware and AV support); and Witness Tree Interactive Experience (interactive hallway allowing visitors to incorporate photographs into a digital wall display with 24-hour purge). The prime contractor must possess in-house audio-visual integration capabilities or partner with a qualified AV integration subcontractor. All interactive components must operate independently without network connectivity. All contractor personnel require either HSPD-12 security clearance or escort by a cleared supervisor (one escort per five non-cleared workers); weekly access requests are due by Thursday at 2 p.m. The government's rough order of magnitude is not to exceed $300,000 for the base proposal; proposals exceeding this amount must demonstrate justified additional costs structured as optional enhancements by exhibit. Work must be completed within seven months of Notice to Proceed. Award is anticipated by September 30, 2026, with Notice to Proceed issued two weeks after award. A mandatory site visit is scheduled for August 10, 2026 at 10 a.m. Evaluation uses best-value tradeoff, weighing technical approach (digital design and AV integration methodology) significantly more than price. Past performance requires a minimum of three completed projects within the past five years in museum exhibits or historic sites with digital exhibit design and AV integration. NAICS 541990. Prevailing wage rates apply per Department of Labor General Wage Determination DC20260002.
