About this opportunity

NASA's Johnson Space Center is seeking to replace its current commercial off-the-shelf (COTS) Electronic Health Record (EHR) system with a new on-premises solution through Request for Quotation (RFQ) 80JSC025Q7001. The solicitation requires a comprehensive EHR system capable of supporting approximately 27,400 patient records, 5,200 annual patient encounters, and 181 total users across multiple NASA locations, including facilities in Houston, Star City/Moscow, and White Sands. Quotes are due by March 13, 2025, at 2:00 PM CST, with a virtual demonstration required as part of the evaluation process. The procurement will use a trade-off methodology evaluating technical acceptability, past performance, and pricing, with technical factors being the most critical. Potential vendors must be registered in SAM, provide an ONC HIT certified product, and demonstrate capabilities for multi-factor authentication, specialized NASA workflows, and comprehensive system integration.

The contract is an unrestricted solicitation under NAICS code 541511 for Custom Computer Programming Services, with a size standard of $34 million average annual receipts. The period of performance includes one base year and four optional years, with all services to be completed by July 2026. The total implementation will support multiple NASA health-related departments, including Flight Medicine, Occupational Health, Behavioral Health, and Employee Assistance Program. The estimated contract value suggests a significant investment in modernizing NASA's health record infrastructure, with the system required to integrate over 50 existing connections and support specialized tracking for astronaut health. The primary place of performance will be Houston, TX 77058, with additional support capabilities for international locations like Star City/Moscow and White Sands Test Facility.
