About this opportunity

The contractor will provide continued verification of insurance requirements, risk mitigation advice and recommendations, shipbuilder repair risk support, and claims support for financed vessels. Key requirements include having an insurance reviewer with five years of vessel insurance experience and a four-year undergraduate degree in Business, Economics, or Finance, along with maintaining an active SAM registration under NAICS code 524210. The contract will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, assessing contractor experience, past performance, and proposed pricing. The original question deadline was August 22, 2025 at 1:00 PM EST, with proposals initially due August 26, 2025 at 2:00 PM EST, but Amendment One extended the proposal deadline to September 8, 2025 at 1:00 PM EST.

This procurement was originally designated as a total small business set-aside but has been converted to an unrestricted opportunity after receiving no small business responses. The contract carries a total ceiling price of $250,000 covering a base year and four one-year option periods, running from September 1, 2025 through August 31, 2030. Primary deliverables include quarterly status reports and ongoing insurance verification services such as reviewing insurance certificates, certificates of entry, reporting insurance lapses, and providing marine insurance compliance recommendations. The Quality Assurance Surveillance Plan specifies 100% inspection requirements by the Contracting Officer's Representative with annual performance assessments. Work will be performed to support MARAD's Washington, DC operations, with the place of performance listed as Washington, MO in the system, though the actual oversight occurs from MARAD's headquarters.
