About this opportunity

This solicitation seeks proposals for the procurement of four Forward Repair System NATO M/22 assemblies and associated services from Glaucus ApS to support the Army's Material Fielding Team at Fort Cavazos, Texas. The Department of the Army Materiel Command TACOM Life Cycle Management Command requires the assemblies to provide field maintenance support to Abrams main battle tanks in the European and Indo-Pacific theaters. Key requirements for the assemblies are transportability in accordance with NATO STANAG standards, a crane capable of lifting the 6,800 kg Abrams power pack, and compatibility with external power sources ranging from 240 to 440 volts. Proposals are due by March 18, 2024 and the agency intends to award a firm fixed price contract.

There is no set-aside designated for this procurement. The assemblies and services are assigned NAICS code 333995 and PSC code 2930. Potential incumbent Glaucus ApS is identified as the only known source able to meet requirements. The place of performance is København K, Denmark and the agency will procure four assemblies along with associated training services to support the Material Fielding Team.

Notice text

This solicitation W56HZV-24-R-0011 proposes to award a one-time buy to Glaucus ApS, Sankt Annae Plads 11, 1250 Kobenhavn K, Danmark, for the procurement of four (4) Forward Repair System (FRS) North Atlantic Treaty Organization (NATO) (FRSN) M/22 Glaucus National Stock Number (NSN) 3990-22-637-7209 assemblies and all services, facilities, labor, parts, material, equipment and tools necessary in support of PM Main Battle Tank Systems (MBTS) Material Fielding Team (MFT) at Fort Cavazos, Texas. The MFT has been tasked by the Department of the Army (DA) to provide these systems to support Abrams maintainability in the field in the United States (U.S.) European Command (EUCOM) and U.S. Indo-Pacific Command (INDO-PACOM) theaters.

The FRSN M/22 is a deploy-able workshop and versatile multitool that that can be used by maintenance personnel in a field environment to keep the Abrams tank in a fully mission capable (FMC) status.

This requirement is limited in competition due to only one known source that can meet the salient characteristics to support this mission. The three key discriminating requirements for the FRSN M/22 are NATO transportability, having a crane on-board that has enough power to lift 6,800 kg / 7.5-ton power pack (engine and transmission) off the vehicle, and the ability to plug into any power source for CONUS and OCONUS support.

This specific FRSN M/22 model is built on a reinforced NATO Standardization Agreement (STANAG) flat rack, which complies with the NATO STANAG requirements for rail transportation in the European theater and includes an on-board crane, generator, air compressor, welder, cutting and full range of diagnostic and hand tools. The crane can move and replace major components from tracked and wheeled vehicles, including the 6,800 kilogram (kg) heavy power pack (engine and transmission) from the Abrams Main Battle Tank (MBT). The generator is capable of simultaneously providing electrical power for all subsystems, including lighting, induction heater and power take-off for the crane. The FRSN M/22 can also be connected to an external power source like a transporting vehicle or power grid from 240 volt (v) to 440v.
