This solicitation W56HZV-24-R-0011 proposes to award a one-time buy to Glaucus ApS, Sankt Annae Plads 11, 1250 Kobenhavn K, Danmark, for the procurement of four (4) Forward Repair System (FRS) North Atlantic Treaty Organization (NATO) (FRSN) M/22 Glaucus National Stock
Number (NSN) 3990-22-637-7209 assemblies and all services, facilities, labor, parts, material, equipment and tools necessary in support of PM Main Battle Tank Systems (MBTS) Material Fielding Team (MFT) at Fort Cavazos, Texas. The MFT has been tasked by the Department of the Army (DA) to provide these systems to support Abrams maintainability in the field in the United States (U.S.) European Command
(EUCOM) and U.S. Indo-Pacific Command (INDO-PACOM) theaters.
The Government intends to award a resulting Firm Fixed Fee (FFP) Contract with Contract Line-Item Numbers (CLINs) for the procurement of hardware and services. Refer to Section B for the CLIN structure.
This requirement is limited in competition due to only one known source that can meet the salient characteristics to support this mission. The three key discriminating requirements for the FRSN M/22 are NATO transportability, having a crane on-board that has enough power to lift 6,800 kg / 7.5-ton power pack (engine and transmission) off the vehicle, and the ability to plug into any power source for
CONUS and OCONUS support.
The Government requests a FFP proposal for the effort set forth in this solicitation and the associated Attachments and Contract Data
Requirement List (CDRLs), no later than the date specified on Page 1, Block 9 of the solicitation.
*Any formal communication concerning this solicitation should be submitted in writing, electronically, to the following address: mail to: "mailto:shannon.n.despic.civ@army.mil " and "mailto:roxanna.m.genova-lasecki.civ@army.mil ".
AMENDMENTS PRIOR TO DATE SET FOR RECEIPT OF PROPOSALS
The Government may revise or amend any aspect of the Solicitation prior to the date set for receipt of proposals. If the revisions and amendments require material changes in prices offered, or both, the date set for receipt of proposals may be postponed, at the discretion of the Contracting Officer, to enable offerors to revise their proposals. In such cases, the amendment will include an announcement of the new date for receipt of proposals.

E.1 REQUIREMENTS FOR PRETREATMENTS AND CHEMICAL AGENT RESISTANT COATINGS LOCAL WARREN - PAINTED MATERIEL
(a) Scope
(1) This clause applies to contracts requiring Chemical Conversion Coatings and Pretreatments for Metallic Substrates, Chemical
Agent Resistant Coating (CARC), and their related materials. The requirements in this clause clarify and supplement those in the contract, unless nullified elsewhere in the contract or through an approved Request for Deviation.
(2) Coating qualification, spot paint repair, and MIL-DTL-16232 Phosphate Coating, Heavy, Manganese or Zinc Base coatings are not within the scope of this clause.
(b) Definitions
(1) The contracting agency, appropriate agency, procuring authority, engineering authority, procuring agency, and procuring activity is the PCO or designee.
(2) The prime contractor is the company awarded this contract, and the subcontractors comprise all companies involved in providing coated parts to the prime contractor, including companies that apply the coatings.
(c) General Requirements Clarifications
(1) The government retains the right for onsite verification of the prime contractors and its subcontractors products, processes, procedures, and test reports.
(2) The prime contractor shall be responsible for itself and its subcontractors to produce and maintain detailed process control plans, process control data, pre-production approval testing, ongoing quality control & quality control testing, and test reports. This information shall be available upon government request.
(3) The prime contractor shall immediately notify the PCO and the Defense Contract Management Agency (DCMA) of any failure to meet preproduction and production requirements.
(4) When a substrate is cleaned using multiple methods, each cleaning method shall be treated as a separate step in the process documentation.
(5) The Gage Repeatability and Reproducibility (Gage R&R) error shall be less than 30 percent for all process and product measurement systems.
(6) Products with hexavalent chromium and cadmium, including but not limited to certain fastener finishes, shall not be used.
(7) CARC primer and CARC topcoat shall not be applied directly to bare metal or plastic, except as provided for in MIL-DTL-53072.
(8) If the contract specifies application of CARC materials over a non-CARC coating, then both CARC primer and CARC topcoat are required. The complete coating system shall meet the requirements for CARC defined in MIL-DTL-53072.
(9) Neutral salt spray (NSS) testing shall not be used to validate compliance with materiel life cycle requirements; NSS is a production quality test and does not predict field performance.
(d) Pre-Production Approval Clarifications
(1) Pre-production testing shall include:
(i) Thickness of each layer of the coating system;
(ii) Coating system adhesion;
(iii) Salt spray performance;
(iv) For phosphate pretreatments, the phosphate coating weight, crystal size and shape, and scanning electron microscope photos of the phosphate coatings at 500x and 1000x magnification.

(5) Unless required elsewhere in the contract and specifications, the CARC coating system applied to hot and cold rolled steel, and aluminum and its alloys, shall meet a minimum of 1000 hours neutral salt spray resistance IAW ASTM B117.
(6) Test procedures shall be submitted IAW the Contract Data Requirements List (CDRL) DI-NDTI-80603 documenting Pretreatment and
Chemical Agent Resistant Coating procedures when this CDRL is included in the contract.
(7) Test reports from the ISO 17025 accredited labs shall be submitted for Pretreatment and Chemical Agent Resistant Coating testing specified in paragraph (d)(4) of this clause IAW the Contract Data Requirements List (CDRL) DI-NDTI-80809 when this CDRL is included in the contract.

(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the
Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the
Contractors date of receipt of the contract or notice of award by adding
(1) five calendar days for delivery of the award through the ordinary mails, or
(2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term working day excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.

(a) The offeror is requested to complete subparagraph (a)(1) of this clause, for each part or component which is packed or packaged separately. This information will be used to determine transportation costs for evaluation purposes. If the offeror does not furnish sufficient data in subparagraph (a)(1) of this clause, to permit determination by the Government of the item shipping costs, evaluation will be based on the shipping characteristics submitted by the offeror whose offer produces the highest transportation costs or in the absence thereof, by the Contracting Officers best estimate of the actual transportation costs. If the item shipping costs, based on the actual shipping characteristics, exceed the item shipping costs used for evaluation purposes, the Contractor agrees that the contract price shall be reduced by an amount equal to the difference between the transportation costs actually incurred, and the costs which would have been incurred if the evaluated shipping characteristics had been accurate.
