About this opportunity
The U.S. Department of Transportation Maritime Administration (MARAD) is soliciting proposals for comprehensive career support services to maintain a qualified maritime workforce for the U.S. Merchant Marine Academy (USMMA) and State Maritime Academies (SMA). The contract requires the contractor to provide individualized career counseling for undergraduates and recent graduates, conduct bi-annual maritime workforce assessments, maintain employment databases, coordinate approximately 20 presentations and workshops annually, and support optional K-12 maritime education outreach activities. MARAD will evaluate proposals using a best-value trade-off source selection method, with technical approach weighted as the most important factor, followed by past performance, and then price. Questions must be submitted by December 5, 2025, at 1:00 PM EST, and all proposals are due by January 5, 2026, at 1:00 PM EST (as extended by Amendment Three). Submissions must be emailed to the specified MARAD contacts with all required documents, including signed amendments, SF1449 forms, and past performance questionnaires directly submitted by offerors' references prior to the deadline.
This solicitation is designated as a 100% total small business set-aside, and the incumbent contractor is Core Recruitment LLC (Contract #693JF722C000044). The contract is a firm-fixed-price award with a base year plus four one-year options, covering a five-year period of performance from April 1, 2026, through March 31, 2031, with an estimated annual population of approximately 2,500 USMMA undergraduates and recent graduates. The base year budget is $65,000, with incremental increases projected for option years, reaching approximately $73,158.07 by Option Year 4. The contract requires in-person events and services at the primary place of performance in Kings Point, New York, though pre-approved virtual alternatives may be permitted. Key personnel must demonstrate maritime industry expertise and specific qualifications as outlined in the solicitation requirements.
