About this opportunity

Air Mobility Command is issuing a Request for Information on June 5, 2026 to conduct market research on wash rack repair services and commodity procurement strategy, with responses due by June 17, 2026. The Government seeks industry feedback on the feasibility of a single-award approach versus splitting the services contract from commodity procurement.

Work is performed at Scott Air Force Base, Illinois. The contractor will provide preventative maintenance and repair services for automotive wash rack equipment in buildings #548 and #570, including weekly inspections (pits, tanks, electrical components, air compressors, water jets, soap brushes, water pumps), monthly maintenance (chemical injectors, water jets, chemical replenishment, camera and vacuum system checks), and biennial full system checks. For routine service calls, the contractor must respond within 6 hours during business hours (7:00 a.m.–4:00 p.m., Monday–Friday) and 12 hours outside normal hours; emergency calls require 4-hour response during business hours and 12 hours otherwise. A designated Contract Manager must be available 24/7 by phone and capable of meeting Government personnel within 2 hours of notification. The contractor shall provide a minimum 90-day warranty on all parts and labor. Replacement parts require quotes from at least three commercial vendors and prior Government approval.

The commodity list includes thirteen line items: three stainless steel wash enclosures, three 5 HP motors with Variable Frequency Drives, three high-pressure pumps, overhead and wall-mount booms, trigger guns, foam brush buckets, stainless steel vacuums, one natural gas radiant heater, and three control boxes. All components specify stainless steel construction where applicable.

The Government proposes NAICS 811310. The RFI requests company information (CAGE code, UEI, business size, certifications), capabilities statements, and clarifying questions only—no pricing or formal proposals at this stage.

Notice text

This Request for Information (RFI) is issued solely for market research and planning purposes. This is not a solicitation, and no quotes or pricing proposals are requested or will be accepted at this time. The Government is seeking information from industry providers to shape its acquisition strategy for an upcoming requirement encompassing both manual automotive cleaning facility/repair services and associated wash rack commodities.

Specifically, the Government is seeking industry feedback on the feasibility of a single-award solution versus a split acquisition strategy. Please address the following questions in your response:

1. Single-Source Capability: Can a single prime contractor feasibly provide both the certified maintenance/repair services (draft PWS) and procure/supply all the specified wash rack commodities (Excel document)?

2. Industry Norms: Is it more standard within this industry for a single company to manage both the service execution and commodity procurement, or is it typically executed by separating the service contract from the commodity procurement?

3. Is the proposed North American Industry Classification System (NAICS) (811310) appropriate?

4. In addition to the above, the following information is requested from interested offerors:

  • Business Name
  • Point of contact name, email, and telephone number.
  • Cage Code and UEI number
  • Capabilities to perform and/or hire qualified personnel/subcontractors for this type of acquisition
  • Applicable business size i.e. large business, small business, SBA Certified 8(a) Program Participant, SBA Certified HUB Zone, Service-Disabled Veteran Owned Business, Woman Owned Small Business
  • GSA contract number, if available

Industry partners are highly encouraged to submit clarifying questions regarding the draft Performance Work Statement (PWS) and the commodity list. All feedback, capabilities statements, and questions will be used strictly to refine the Government's requirements for this project.

Questions regarding this potential requirement are due by Wednesday, 17 June.  Questions and answers will be posted prior to announcement closing.

All questions and responses shall be submitted to the Contract Specialist and Contracting Officer identified in this notice.
