About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is issuing a Request for Information (RFI) regarding the RFIA Matrix for End-to-End Support Test Equipment (EASTE) to support the 402nd Software Engineering Group and 579th Software Engineering Squadron in sustaining the AN/ALQ-161A electronic warfare system. The primary objective is to gather information about contractors' capabilities in providing the RFIA Matrix as defined by the Equipment List, with potential suppliers expected to demonstrate relevant experience, describe similar products offered to the Government, and provide company profile information limited to a single page. This is a pre-solicitation notice issued solely for information and planning purposes, and the Government will not pay for any information submitted in response to this RFI. The response deadline is March 4, 2026, with posting occurring on February 18, 2026. No determination regarding the viability of this requirement has been made, and this RFI does not constitute a commitment to contract for the items or services described.

This opportunity carries no set-aside designation and is classified under NAICS Category 541519 (Other Computer Related Services). The RFI does not indicate an award value, budget range, or specific quantities at this stage, as this is a planning and information-gathering phase preceding any formal solicitation. The background information indicates that the program involves retrofitting an entire fleet of EASTE carts with a new three-channel Radio Frequency Interface that requires significant software modifications and integration work. No incumbent contractor information or timeline for contract award has been provided in this pre-solicitation notice. Interested contractors should prepare responses addressing their company's experience with EASTE RFIA Matrix support and relevant product offerings to Government customers.

Notice text

This Request for Information (RFI) is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotations (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes, the Government will not pay for any information/items submitted in response to the RFI. No determination as to the viability of this potential requirement has been made at this point and there is currently no solicitation for this effort.

A. BACKGROUND

This requirement supports the 402nd Software Engineering Group (402 SWEG) and the 579th Software Engineering Squadron (579 SWES) in their mission to sustain the AN/ALQ-161A system. The primary equipment involved is the End-to-End Support Test Equipment (EASTE), which is the designated system for verifying the electronic warfare (EW) effectiveness of the aircraft before flight operations.

Previously, the EASTE cart was limited to a two-channel testing capability. To enhance testing fidelity, a new three-channel Radio Frequency Interface (RFI) was procured. Integrating this new RFI into the existing EASTE cart required significant modifications, including necessary software upgrades to accommodate the enhanced capabilities.

The program is currently in the process of retrofitting the entire fleet of EASTE carts with this new three-channel RFI to ensure all test systems provide the same advanced capability.
